This Company came to my home regarding storm damage to my roof in February 2012. There were missing shingles on my roof which may have been the result of the severe storm we had on 3/31/2011. I did not notice missing shinlges until I happened to be walking on the opposite side of the street. The Rep from NBRC (Tom Clements) filed the insurance claim from my kitchen on 2/24/12.
On 3/1/2012 Tami Valdes an independent appraiser came to my home, inspected the damage and filed her report to Citizens Insurance Company. Citizens approved one half the roof be replaced. NBRC Construction said they cannot do only half a roof, the whole roof has to be replaced. NBRC then hired Porto Legal Clinic in Tampa to file a complaint against Citizens citing a 25% rule in Florida where if there is 25% damage to a roof, the whole roof has to be replaced. This matter took some time as it went back and forth between the two parties and came to a conclusion in March 2013. Citizens then issued a check for the balance of what the appraiser said the replacement costs would be. This was all finalized on March 19, 2013.
On May 21, 2013, Chris Rios form NBRC came to my home so that I could pick out the shingles, etc. Additionally, I was not going to have NBRC do the interior work because, I thought that we would be able to do that ourselves without all the bother of having an outside company do it. NBRC issued me a check for $1,331.36 which was the cost of the interior work. I signed the back of the checks from the insurance company, but Bank of America would not have signed them until they were provided with a Certificate of Completion and did an inspection of the work that was performed. Therefore, NBRC should still have these checks with my work order. Initially, I was told they were three weeks behind on setting the installation date. I next talked to Alex on August 21, 2013 three months later and was told that according to the schedule the roof would be replaced no later than November 5, 2013. I said that was unacceptable, since they had plenty of time to schedule. He said that the roof most likely would be replaced before that date, but that their schedule showed this as the final target date for completion.
I did not realize that NBRC was making local headlines and was being investigated for fraud until I got a call from Citizens regarding the complaints they have received from many Citizens customers. There are several Companies that can be held accountable: 1) NBRC 2) NBRC's Insurance Company 3) The Bank where NBRC is depositing all the fraudulent checks 4) The insurance Companies for not investigating who is making these claims on behalf of the homeowners and those Insurance Companies who issued the check directly to NBRC 5) Porto Legal Center for filing claims for NBRC without fully investigating the Company, its business practices and the Officers they were dealing with. I see a complaint as early as December of 2012 and had I read this sooner, I would have never dealt with this Company.
At this point, I am not out any money, but it disturbs me there are people who want to defraud their fellow citizens. If the officers of NBRC would put the knowledge they have to a legitimate business practice instead of a scam they would never have to look over their shoulder or worry about being arrested and most likely would be millionaires who could enjoy man0000000000y luxuries.
