nomorerack.com Ordered boots in November. Still don't have them. No refund. Internet

In mid December, after sending an email with no response, I received a mass email blaming delays on some problem with customs. The email stated that I would receive my item by December 21st or it would be fully refunded.
December 21st came and went. I sent another email and got a response this time. It was a generic, we're sorry, we're just the middle man... blah, blah, blah... with no promise of resolution.
I made a call to the customer service center. A nice woman took my complaint and said that someone from corporate would notify me. I got an email from "Ruth" on January 2, 2013. She again promised a refund. She said it would take 5-7 business days. Now it is January 20th, and I still have no boots or refund.
