Officer B. Kudler #07466 of DPS Arizona BAD Cop Ripoff IMHO aka "the little scared to death n**i boy" seeking validation for his leaky ego. Phoenix Arizona

On Sept 1, 2014 I was pulled over by DPS officer B. Kudler badge # 07466 of precinct 0716.  I was given a ticket for expired registration which was correct because the registration was expired. My complaint is with the officer's abusive treatment and unprofessional conduct not becoming of an officer and with the reason for the stop in the first place. I assert I was profiled. 

First of all, I am a white professional woman (a doctor) who just happens to have dark hair and very tan skin and I was driving an old farm pickup truck that I just began to put into service and then sold to the farm and title work was in progress. The reason for this is because I was in two extremely serious auto accidents which resulted in the total of both of my other two really nice vehicles (a GMC Yukon Denali and a Dodge Ram heavey duty 3/4 ton pick up) This is important to the story later. I had gotten the permits and taken the vehicle to emissions and had it fixed and etc. etc. It was insured. (even during most of the time it sat out of use at the mechanics at the farm in case of theft or vandalism). 

First vehicle was totalled by a 16 year old boy who had his driver's license only 2 weeks and was talking on his cell phone. Four months later second vehicle was totalled by a teenager or barely 20 something fella who rear ended me at about 55 mph while I was stopped. I used a rental car for 5 months and then started to put the subject vehicle on line.

As a result of the two accidents I am quite defensive in my driving and I am always extremely aware of my surroundings. In addition, I was taught by a former son-in-law, a retired Assistant Chief of Police on the Tucson Police Department, now currently a Chief of Police in another Arizona City to always be aware of my surroundings. So it's a habbit I have had for a long time. I noticed the firetruck on the overpass nearly a half mile away and the ambulance on my right on the frontage road (no sirens on) just about the time I noticed him parked on the side of the road.

I had been raised to trust the police and I have respect for them. That is why I am writing this because this one, B. Kudler, is the type to give the rest of the hard-working good officers a bad name. 

I was very much abused by this n**i officer and I was afraid of him so I put up with what I shouldn't have and that is what angers me the most. I had to get away from that idiot and respond in this form because I had no way of expressing myself against his abuse alone with him. He had the power to accuse me of anything and he is abusive with power.

I first saw his vehicle a good distance ahead of me parked to the right side of the road under the shade of a freeway wall. He was facing the same direction as traffic was moving.  I passed him. I was in the second lane from the right with cars on my right in that first lane.  Then I saw him come up behind me. He began flashing his lights when he was at a distance so far back that no one could ever see a letter on my license plate let alone notice whether or not there was a current year sticker affixed to the plate and he most certainly could not have seen my license plate from the side of the road as I passed by at 55 mph. I immediately looked at my speedometer and it was dead on the money at 55mph. So why had he selected my vehicle for a stop?

I maintain that I was profiled. I perhaps "looked" hispanic as I passed by him and this old truck stood out because it didn't have a tailgate and I was the ONLY one driving the speed limit. He could have taken his pick and pulled over 10-20-30 other vehicles for speeding but I was the only one in the vacinity obeying all of the traffic laws. Perhaps, this too was a reason to pull me over -- in a dysfunctional officer's mind!

I signal and moved right and signaled again and exited the freeway and found a residential street to turn on to and stopped.  I put my hands on the steering wheel at positions 11 and 1 oclock and waited and watched him in my mirror as he approached. When he got behind my vehicle he moved over slightly and leaned toward the licence plate to look at it.  After the stop is when he noticed that my tags were expired is what I strongly believe. So he got a Birthday gift. But he had to reason, no probable cause to stop me in the first place. It was simply harassment. 

He approached and ordered me to put my hands on the steering wheel (where they already were). He stepped back slightly. The "boy child" was scared to death. Anyone could see that. He asked me if there were any weapons in the vehicle and I told him "nothing but a pocket knife." I guess he has a hearing problem as well as an observation problem as he asked me the question again and then asked if there were any guns in the vehicle. What the heck?  I already told him the answer the first time when he asked about weapons in general "nothing but a pocket knife". Then he asked for registration and proof of insurance. Then he asked for my driver's license. 

He asked me where I was coming from and I told him from my mother's in Phoenix, Glendale. With that answer he attacked me verbally with a barage of questions, never allowing me to complete an answer before asking more questions and calling me a liar. He said "You are too slow on your answers. You are unsure of things. I don't like being lied too." Finally, I was able to explain the Phoenix/Glendale response I gave him. I told him that one side of the street is considered Phoenix and the other side is considered Glendale and her property side is Phoenix but her post office considers her Glendale. 

Well Mr little scared n**i boy with a badge and a gun, B Kudler, I don't like being lied to either and I don't like being profiled ( Now I understand where the Mexicans and African Americans are coming from with their claims of profiling. I certainly do not think that I would have gotten pulled over if I was driving my Yukon Denali and I don't think I would have gotten the same treatement)

I was afraid of this "loose cannon" because he was afraid and trying so desparately to have control. Being aware of that, I acquiessed to his dysfunction just to get by and get out of there and away from him. If this little wannabe toughguy would have encounter a different type of person who may have had a bad day or been on drugs or alcohol, this could have easily escalated. He is the type person to get somebody killed unnecessarily.  He was so scared. He should not be on the street and it is a really bad reflection on his supervisors and his trainers. The little boy with a leaky ego needs a desk job and some real life experience before he gets to go solo on the street with a gun and a badge.

Throughout the encounter he accused me many more times of not telling him the truth but he just wasn't listening or allowing me to give an explanation.  He accused me of driving my truck on the road unregisterd for more than 2 years which was not the case. He expected me to be a liar and he wanted to put me in that position. I don't appreciate the abuse from this person whose paycheck I fund. We are not all criminals out there but dysfunctional, damaged people like this B Kudler don't have the skills or capacity for truth.

After he learned that I was telling the truth about things he lowered his tension level a little bit. But I stood accused of being a liar already. I accepted his ticket politely. Then I felt safe enough to nicely ask him "Why did you pick me to pull over? Was it because of my truck or did you see me do anything wrong" Opps!! He launched into another tirade and said that people who ask questions have something to hide. He said that if he had suspected me of drunk driving he would have had me out of the car doing a field sobriety test. But because I even dared to raise the question, he said that I must have something to hide because people don't just ask those kind of questions and he ordered me to take off my sunglasses and look at him. I told him I never drink.  I had to be submissive again just to get him to calm down. IMHO, if he is ever accused of beating his wife, one would be fairly safe to believe he did it.

Bottom line is my tags were expired but the reason I was stopped was because I was profiled. There was no way this officer could have seen my tags during anytime prior to when he pulled me over. He was going on a fishing expedition. This is abuse. We do not accept this from our public servants. This type of behavior gives good officers a bad reputation. By the way, he failed to pull over any of the speeders who were breaking the law and making it unsafe out there on the road. I have a problem with that because it was speeders who caused both of my accidents and turned my life upside down.
