This same story happened now to 6 Buyers on eBay. See the feedbacks dated Nov.3 by musicphreak424, Oct.28 by canella209, Oct.7 by positivesolutions, Sep.28 by eliza_rrf, Sep.10 by reharlan, Sep.9 by gpdlt1    (( http://feedback.ebay.com/ws/eBayISAPI.dll?ViewFeedback2&ftab=AllFeedback&userid=online_shop_shuman&iid=-1&de=off&interval=0&items=200 ))

I bought Tracfone airtime minutes from eBay seller online_shop_shuman using PayPal to Lee863m@gmail.com. Digital transfer was made to my phone so I left positive feedback. Two weeks later Tracfone turned off my service.

When I called Tracfone said a credit card is Associated to my account and debt due of $170. I emailed Seller who said sorry here is PayPal refund but he will not correct the Tracfone service problem because he said it is His Supplier's credit card that is unpaid. He named his supplier as nominglot@gmail.com

After many calls to Tracfone they admitted they know it is not my credit card but it was used to buy the minutes that were transferred to my phone and they won't release my account unless I pay his bill.

Since Seller refunded PayPal payment, they won't act. eBay said they will watch him BUT same ripoff happened now to 3 others, too. He's using fake credit cards which get discovered AFter you receive the digital product, so you lose your phone totally. Tracfone locks you out. The Paypal refund for minutes is small consolation when you lose your primary instrument, the telephone itself!

eBay? When you go to retract your positive rating, you can only leave a followup comment but it doesn't affect his seller rating. Only two buyers waited long enough to see bad result before leaving feedback and he is now lying & insulting to anyone trying to expose his scam.

I even phoned Calif. Telecom Commission and the FCC to report this fraud but noone takes care of consumer complaints like this and they only offer complex forms to fill out.   Thank you to ripoffreport

Actually,..

AUTHOR: Ronny g - (USA)

I should not have lumped Robert from Irvine in with Robert from Buffalo..Robert from Irvine does not stalk me here, and I do not recall him ever leaving links to unrelated reports to discredit me.

Yes, Robert from Irvine jabs at me..but he always debated like a man, and made his points. In other words he isn't out just to slander or discredit me per say..but to argue a point, I can not have anything but respect for that. And if he proves me wrong, I will always admit it.

In this case for example..

Ronny if you are going to "support" Ebay and Paypal perhaps you should at least try and read what the "RipOff" is first.

That was deserved. I clearly did not read this report carefully enough and made some assumptions. It happens.

What is "tracphone"..really?  You can do all of this searcing on other posts and companies yet you can't take 10 seconds to type search for "tracphone". In the time it took you to say you had "no freaking clue" you could have found out it is just another Pre-Paid phone.

Robert, I think you know if anyone knows how to internet search, it is me.

I was being facetious...it was to imply that why would anyone risk buying this little known phone service, and considering all the reports of complaints.

This is how I see this in a nut shell.

1) buying this crap to begin with

2) buying a non tangible good via eBay

3) Using a seller who was not very well established

Of course I can read he got refunded the minutes, but now is stuck with a useless phone. There is something suspect about this seller, and the tracphone.

The feedback can be a pain..they only allow followups..you can not change it. Which is just another issue with non tangibles. If you submit the positive feedback too soon and there is a problem..you can't change it. The only recourse is enough complaints will shut the seller down, in which case everyone gets refunded from the dreaded "hold". This is WHY they have holds and freeze accounts. Because in the world, there are shady sellers..it happens. Shady buyers trying to get over as well..that happens too, but not as much.

I would advise as well, if considering dealing a seller who has not too many transactions, it is wise to read the positive feedback also to see if there are any negative followups. Then use your judgment..unfortunately eBay may not always help someone who used poor judgment or did not understand how to use eBay.

What is it with the "Roberts"???

AUTHOR: Ronny g - (USA)

It seems if I post here to question anything or leave facts and opinions..it is so wrong..but yet has anyone seen to old bank ripoff reports where both of these nuts insulted EVERY victim of the bank ripoff on this site..for YEARS?? But..it looks like I was correct in defending the VICTIMS, and the courts agreed It KILLS them. So if they can stalk me around this website and scrutinize every thing I post..and find a mistake...to them this must prove that everything I ever stated is a lie. Uhh okay.

Now time to once again..instead of dealing with the issue or report..waste more time and space defending myself from the personal attacks against me consistently by these two internet stalkers..

Now Robert from Buffalo, the nutcase who lives his life to discredit me...and out of the hundreds of times I post here, like many others..he will harp on any mistake he finds and try to use that to implicate I am a liar or lack education..or, he will not debate the point with me..and this is because he is a coward..and a LOSER extraordinaire.

He did try Robert.  That's the best he and his BSEE college degree can do.  You're correct in that he completely missed the part about the seller giving a refund.

If I missed something in a report, it just means I missed something. No reason to question my degree which is in electronics...not rip off reports. I guess you are trying to get a degree in harassing me online..a masters is in order.

Then, in typical Rozzy fashion he has to get snotty with the author of this ROR.

Oh..but when you do it to me and others..it is okay? Talk about a hypocrite. Now unlike you I am not going to dredge through old reports and leave links to where I have seen you be a total asshole to posters and myself time and again, but they are still here.

That's what this mean phoney does whenever anyone posts a complaint against his beloved PayPay/Ebay-he harasses them!

I think you meant to type phony. Uh, if I make a mistake or dispute a report how does that make me a phony? If you were not such a stupid coward..you would debate me and not just leave links to unrelated reports just because you refuse to debate me one on one..or that YOU think the link will do any good to prove your point. It does not, and no one really cares..and no one but you seems to have to slander me with no basis. You are some kind of vindictive nutcase, that is ALL you have concluded/ You don't leave advice to help ANY party..you just waste the space and hijack the thread with nonsense and personal attacks.

As to his reading disorder, I've tried to educate him.  Here is a wonderful example of The Great and Powerful Roz (a great metaphor that's completly over his head) who just can't ever admit when he's wrong.  I'm not a teacher, as he claimes to be, but I did try to explain his mistake in simple terms that I thought he might understand.

You couldn't educate anyone. How would you have time when all you do is troll this site looking for me? You do not "try" to explain anything..you just attack and leave slander and personal insults. So I am forced to respond to you this way. Why not just ask and debate me like a man. Then if I am proven wrong, I will certainly admit it.

I can for example admit I was WRONG on this report..it seems the main complaint is he wants to retract positive feedback on ebay. Sometimes you can not do that. Best advice is to not use eBay for non tangible goods..what else can I say to help?

http://www.ripoffreport.com/websites/price-shuffle/price-shuffle-scam-149-95-a-faf28.htm

Yes..click on the above link. Where you will find that I did in fact, misunderstand a point a poster left..and that I left the reason why. I can CERTAINLY admit to a mistake, but as well..if I am going to be attacked this way, and be slandered, and have my credibility as a person brought into question..I use my RIGHT to post the reason I made the mistake. I guess Robert buffalo brain takes everything so intense..it is just another eBay report. I have no problem with them and use them a lot..so maybe I have some advice that can help.

I do agree as well I should not have been insulting and sarcastic to the OP..I will try to be more careful in the future. I am not perfect, nor do i claim to be..this is just something that Robert thinks I think of myself. I will debate a point if I believe I am right..like a man, but if I am proven wrong, I as well will admit it.

My biggest mistake ever on this site..was telling some posters a few personal things about me...as Robert has devoted his days..to trolling and combing this site to find it all..and feebly try to use it against me. This stalker seems to know more about my tax issues then my accountant...jeez I may have to report this Robert myself to the FBI if he does not back the hell off.

#3 Consumer Suggestion

NEVER deal with "new" Ebay sellers, and just do the math!

AUTHOR: Steve - (U.S.A.)

The first suggestion here is to just NEVER deal with any Ebay seller that is "new".

This means anyone under a year with anything less than 100% positive feedback you should never deal with unless it's a small transaction and you can afford to walk away from it.

Now, as far as this Trac Phone Minutes thing goes, the $110 for 1000 minutes this guy is selling is NO DEAL AT ALL!! He is actually charging you $10 more than you can get them locally for!

You can get 1000 minutes at WaL Mart and other retailers all day long for $100!

The Trac Phone "double minutes" thing is a scam.

DO THE MATH!! They start you out at a base cost of 20 cents per minute, then they give you "double minutes" and bring your cost down to 10 cents per minute! This is not hard to figure out.

WAKE UP PEOPLE! DO THE MATH!!

Many carriers sell pre paid minutes for 10 cents or less.

WHY would you even risk doing business with an online scammer?

Common sense here people.

Okay..

AUTHOR: Robert - (U.S.A.)

Ronny if you are going to "support" Ebay and Paypal perhaps you should at least try and read what the "RipOff" is first.

What is "tracphone"..really?  You can do all of this searcing on other posts and companies yet you can't take 10 seconds to type search for "tracphone". In the time it took you to say you had "no freaking clue" you could have found out it is just another Pre-Paid phone.

Now, granted this appears to be a complicated issue.  There also seems to be two issues with two different companies.  Where perhaps they should be writing a report on Tracphone as well.  If I am mis-interpeting this I hope the OP will clarify what they are saying.

The situation is that the buyer purchased a Pre-Paid card to "reload" their phone.  The card worked, but eventually tracphone cut-off the account because the credit card that purchased the phone card was bad(stolen?).  Now, once they complained to the Ebay seller the Ebay seller refunded the money.  So at this point the buyer is not out any money through Ebay.  So there is no issue with any buyer protection because the seller is smart enough to not let it get to that.

The first "issue" is that Tracphone is apparently holding the buyer responsible for ALL of the phone cards purchased on the same credit card that was used for the one he bought.  So they want $170 for something that he really had no control over.  Since Tracphone is pre-paid they probably have a lot of issues with stolen cards.  This may be their way to "recover" some of the losses.  According to their terms they have the right to suspend an account for Fraud and using a card that was paid for with a stolen card could be considered fraud.  So they may have the right to cut-off the service.  Now in normal circumstances the buyer could go to the seller and say they need to pay this, and if the seller is legitimate and this was truly a "mistake" perhaps they should.  Then they would "go up the line" to their supplier and get that money from them.

This brings up the 2nd issue.  Yes Ronny you are correct that the seller only had 2 negative items.  But if you read what the OP was saying is that they are upset that they want to revise their POSITIVE rating to a NEGATIVE rating and are not allowed to do that.  They can only add comments but that does not change the POSITIVE to a NEGATIVE.  If you would read through the comments you would realize that there are several cases where this happened.  Yet according to you and Ebay they only have 2 Negatives.  Yes this could open up a huge "can of worms" and would probably open up case where buyers would try and take advantage of that.  However, if they had some mechanism through Ebay to filter them, perhaps it would give more accurate ratings until Ebay decides to cut someone off.

Just how long must Ebay investigate?  This Seller started in August and had their first complaint one month later in September, but unless you read all of the comment you wouldn't know that.  If you add in all of the additional comments they would have 8 negatives in just about 4 months.  Perhaps the seller may be "under the radar" because they are refunding the people that complain.  If Ebay is just doing what you did and say "oh..they only have two negatives" and not actually reading the additional comments(or perhaps even contacting the other 100+ users) to see if there is something going on who knows how long this will go on.

Did you make a mistake?

AUTHOR: Ronny g - (USA)

I entered the web address you left..and it goes to the sellers eBay account..117 transactions..only 2 negative.

Whatever "tracphone" is and I have no freaking clue...apparently as YOU state, it takes 2-3 weeks before they catch the false credit card...

Hmm.I guess this may be why eBay and PayPal in a reasonable attempt to protect THEMSELVES, do not offer buyer protection with non tangible goods. Can you really blame them??

As is ALWAYS been the case since 50-100 years before the internet was even a thought..and snake oil peddlers roamed the earth..and then mail order...buyer beware. ring a bell? Or maybe we can all be stupid and just blame eBAy for it and try to hold them accountable?

Probably not gonna work.

Today there are now 8 eBay Buyers who have suffered same scam. Read through entire feedback of this cheater. Go to http://feedback.ebay.com/ws/eBayISAPI.dll?ViewFeedback2&ftab=AllFeedback&userid=online_shop_shuman&iid=-1&de=off&interval=0&items=200 to see the full list. It takes from 2 to 3 weeks before Tracfone catches the false credit card and then penalizes the Seller's most recent recipients.

Give it time...

AUTHOR: Ronny g - (USA)

If ebay told you they are watching this seller..and the seller is getting numerous complaints...something will be done. It takes time. First off..even though it seems apparent to you the seller is scamming, they have rights and will be treated with due process. eBay deals with millions of transactions a day..and certainly a percentage of them end in disputes. But it is not like they have some individual on the payroll who has dropped everything else to deal with just your case. It is a big company and has to deal with many issues from people who expect eBay and PayPal to be responsible for the buyers poor and risky decisions, and sellers who try to get away with breaking the rules.

As well, a percentage of them end with the seller banned, and refunds issued to all who were scammed. You actually have a lot working in your favor presently if the report is accurate, so hang in there.

You also need to be aware..this purchase is a non tangible good, and is generally not covered by paypal buyer protection. And this is why the feedback problems. You left a good feedback for a "service" that failed...unlike if you had received an item not as described, or an item that did not arrive, you have a chance to negotiate with the seller before leaving a feedback.

As well, it takes more intense investigation. With a tangible good, the seller has to submit a tracking number when in a dispute..but how can you submit proof in an email of a service issue like this? Not easy.

But as stated, if there are enough similar complaints, eBay will automatically refund, even after the dispute was settled not in your favor. And when/if the seller is shut down, the feedback will no longer matter. Either way there are always two sides to a story..and if the buyer/seller can not come to an agreement and it ends up in a dispute, eBay will investigate and listen to both sides to make a decision. You win some, you lose some.
