They called me at work, offering an unsecured credit card, with an available balance of $2,000, no interest for 3 years, also free long distance telephone service for 1 week. All I had to do was give them $249, which would be taken from my checking account.

To make a long story short, they received $249 on June 27th, I called 30 days later, they said It would be 40 days before they would send the "packet". I called again on the 15th of August, they said it would be mailed that week and I would receive it before the end of August. I have never received anything, I have never been able to reach anyone at either phone #.

I really cannot afford to just throw away $249. Is there any recourse?

If it has been less than 60 days since the money was taken from your account, you should be able to file an ACH fraud statement with your bank to get your money back. Once filed, it may take 7-30 days, but you should get it back. Your bank may also suggest that you close your account and reopen it under another account number (they can put the credit ammount into the new account for you when it clears). This is probably a good idea, given there are now complaints surfacing of secondary withdrawals being made on some accounts.

Also, you can request that your bank provide a hard copy of the transaction, showing where the money was paid to, etc. This will likely be a merchant payment processing center (Oxford uses several), which can assist you with expediting the recovery of your money. Your bank is obligated to provide this upon request, but some banks do charge a fee for hardcopies, original checks, etc.
