Pay Pal allowed a user to charge a purchase to my credit card, even though her name was not mine.

So far Pay Pal has not responded to my inquiry as to how this happened. I had to cancel the credit card.

What really happened? You did not tell the readers what happened in detail but rather claim the result of what happened to be PayPal fault. Readers would want to know and they can judge by themselves, not a bias summary from any side.

When someone uses PayPal to pay for certain thing, the person must know the login of PayPal in order to make a transaction. There would be a procedure on PayPal to investigate if the owner of the account reports on a fraudulent transaction. What did you do? When did you do it? And how did you do it?
