RAWA and Arcadia Recovery Reading Area Water Authority and ARB Rates, billing, collections and fees. It Seems since the RAWA are part of the City Of Reading, Pennsylvania, is a monoply. The City will make money how ever it can, they can do what ever they want to their costomers. They abuse you, bager you and flat out lie to you. When payment is made to ARB they don't tell you that they take 20% or more of every dollar they collect, there is no recoarse for complaints. I would also like to know what ever came about with the decision of The Honorable Judge Jeffrey Sprecher made slamming RAWA publically in a newspaper report. Reading Pennsylvania

It is not the RAWA that is corupt, it is the whole city Of Reading and their services. It is an uncontrolled Monoply that is allowed to run with out checks and balances and is allowed to due what ever they want with no possible way to challenge a bill or service dispute. Attorney Generals Office has no jurisdiction, Public Utility Commission has no jurisdiction, Pennsylvania state police have no jurisdiction. So Please someone tell us what to do. The level of, lets say, abuse of Goverment, is so high and completely across the board including UGI gas utility. Look at the distruction UGI did to the citizens of Cotton St., as well as other places thru out the city of Reading. Come on people it is a violation of Pennsylvania State Laws that govern the placement of out side gas metters/valves. Look it up.

The number one reason this has been allowed to go on is who is going to challenge them? A local management company challenged them. And won. But of course it is now on appeal. People in this city do not have the finaces to follow thru with a civil actions, or the knowledge to do it them selves.

I really am tired of their abuse and at the present I am preparing a Federal Civil Rights Complaint Against the State of Pennsylvania, Governor, Attorney General, County Of Berks, City Of Reading, Commissioners, mayor, RAWA, UGI, and last of all Arcadia Recovery Bureau. For violations of Abuse Of Goverment, Due Process violations, and a whole lot more. It will probably take me 2 weeks to get thee intial complaint compleated and start service. As everyone else in this city I do not have the finances for all the copies so I have to try and fined help. I am really hoping there is an attorney(s) who have the guts and knowledge to help me. I am not a lawyer. I am a disable, "NO INCOME" city resident.
