It is very important to phrase your request carefully:
Explain you are dissatisfied with your current dealer and would like help finding one that can competently help you. Don't explain everything, just ask for this help.
Ask for your regional Service Representitive to call you about your on-going issues as your current dealer hasn't been dealing with them.
Be polite and freindly, the person you will be talking to has no power but can screw you up if you make him or her angry.
Good Luck
