Rosegal Very unhappy Jamaca Internet

I purchased items from Rosegal.com.  The items need to be returned.  When i called the customer service number 314-221-8558 i had to leave a message....fishy.  Then when the person called back (8 hours later) I could not understand them, the connection was terrible...fishy #2.  I had to have him call me back.  When he called back the connection was so bad he had to call me back several times...fishy #3.  He then wanted me to create a XOOM account in paypal with my email address and banking information to pay a cell phone number in Jamaca 876-441-0887.  He said that it was just to register my account and I would not be charged.  When I kept asking for the instructions on how to return the items he kept saying that I need to create this account first.  At that point i told him that I would just keep the items and give them to someone, I was not going to crate the account.  This all sounded fishy to me....buyer beware.
