Perhaps Sequatchie Concrete Service should no longer accept personal checks to keep from screwing property owners over. Just a thought since I assume you are with Sequatchie.  

 So the scum you hired didn't pay the concrete supplier.

The supplier has no access to the Scum's assets to persue payment. (There will not be any) abd as the the supplier accepted a cheque, unless it can be proven that the cheque was fraudulent from the start (virtually impossible to do) it makes this a civil case, not criminal.

As the concrete supplier has access to placing a lein on your property under state law and no other way to presure the SCUM for payment he will lein your property to insure payment.

If he is honest with you he will tell you too pressure the scum to pay him, but you are on the hook for the money if they don't.

The truth is that it is not easier to Lein your property, it is the only way for the Concrete supplier to get paid.

By the way, the reason it is virtually impossible to prove fraud on a bounced cheque is that the police will not investigate as the $ value is to small to be of import. If it was Donny Trump being liened for $10,000,000.00 the Police would be all over it, but your measly $10,000.00 or less doesn't even register.

Good Luck getting anyone to care, the athorities hear the same complaint 20 times a day or more in your town and have no power to make any changes.

Call your state representitive, at least he will listen.
