I went to the parking citation hearing expecting to have an open-minded consideration of the facts and policy behind the law. What a disappointment, this so called hearing officer is simply an extension of the police department, the classic Fox Fuarding the Henhouse. More bureaucratic BS and obfuscation. What a waste of tax dollars to pay for this rubber stamp petty bureaucrat

You seem a bit misguided. A parking citiation hearing is not the place to debate public policy. The adjudicator really only cares about one thing, whether or not the there was any error in issuing the citation. They have zero interest in hearing your 5 minute disertation on how the citation isn't Constitutional and your rights are being violated.
They have also heard the "Well it was only gone for 2 minutes", "I just ran into pick up the life saving medicine for my 99 year old grandmother who had a stroke last week", or the ever popular "I didn't see the sign and had no idea a Red Zone meant no parking" a dozen times a day. It is extreamly unlikely that no matter what you think, that your "argument" was anything original or would justify you not having to obey the parking regulations.
Of course prove me wrong. Why not post the entire story, such as the violation you got a ticket for and the "original" defense you came up with.
Now, if you are truly disturbed by this. There is a place for your "Power to the People" mantra. Take it to the City Council and make them aware of how horrible the parking regulation is you got ticketed for. In fact find a few dozen of your like minded individuals and make your voices known.
