Shutter Guardian, Inc. ipage.com website hosting failed to post my domain to my website and is holding my domain hostage Massaachusetts

On April 8th, 2014 I paid ipage.com in full $40.28 to host my business domain name. ipage said it would take upto 72 hours to populate the website before it would be viewable on the internet. After 5 days my website was not viewable. I contacted ipage no less than 5 differant times requesting they post my site, each time I spoke with them they assured me the site would be viewable soon. On April 22nd, 2014 my website was still not viewable, so I canceled the service and requested a full refund. ipage.com refunded $25.28 and charged $15.00 dollars to cancel a service they never provided. I then contacted another domain hosting service to hoste my domain. ipage.com denied the transfer for 60 days. In essence my business website will be unviewable for 90 days. This will be costing my Company an undetermined amount of revenue. The domain name is link to at least 40 different advertisement placements. ipge.com is causing damage to the company's reputation as well.
