Take your evidence to the police, if they won't do anything any competent lawyer would jump at this since you have hard evidence, and a signed mechanic's statement .
I'm a retired Master Mechanic, I've had people come to me thinking they'd been screwed or in one case sabotaged, I told hem the truth and they all thanked me whatever the problem was, Misunderstanding, Sugar in the engine oil, etc.
