Ting Yen, Inc. Kenneth May; Onsaninc.com; Swiftchipinc.com; Substitue drug and ripped off customer money Ventura California

On September 25, 2013 I found the Ting Yen web site and purchased a Baineiting cataract eye drops (Order # xxxxxx-081138-2948) at $9.99. They added on $6.25 for Priority shipping and $0.77 sales tax (I didn’t understand why for out of state sales but small enough amount for me to let go). Total payment came to $17.01 (Paypal ID: xxxxxxxx-DD6853825). Item arrived a few days later, in not a Priority but a regular 1st class brown envelope (USPS tracking # xxxxxxxxxxxx-9284-6851-15). It was not what I paid for but instead an out of box eye drops sold on their site for $2.49. Worst yet, it was expired over a year ago.  I inquired and the seller asked to return the item. In good faith I spent another $2.99 on returning the item.  Six weeks 9 emails later, there was no resolution. I have been patient and given seller ample amount of time but seller has chosen to ignore further inquiries. I filed a dispute with Paypal but was told eligible because it was over 45 days. Paypal advised me to file with BBB, IC3, etc.  I have files a report with the Ventura BBB, IC3 (IC3 Complaint: I1311181002507612), and the Governor's Office of Consumer Affairs of California (PHAR-20131118121102). It is not the $20 loss that matters, merchant misconduct is. I don’t know how many customers have been victimized by this company. As a 50-year medical and allied healthcare professional, I take ethics highly. It is my duty to file appropriate reports, hence this complaint. The seller's name is Kenneth May and apparently a graduate of Oxnard College; also associate with Onsaninc.com, Swiftchipinc.com in the Ventura proper. I hope you can help to prevent other victims from being - stay off Ting Yen,Inc.
