In 2007 I purchased a beautiful plot of land from Trans Caribbean Trust (TCT). TCT's business is to buy large pieces of land, subdivide the land, sell individual lots in a planned community. TCT "guarantees" that the land is buildable.

Here is a quotation from their website (they've since added a disclaimer about zoning):

"All properties represented by Trans Caribbean Trust Company have been soil tested and the zoning has been reviewed by licensed attorneys to assure that the property is compatible with your intended use. Trans Caribbean Trust Company unconditionally guarantees that all properties are buildable."

We purchased in a community that has not yet seen any development. After years of struggles with the local government it has become quite clear that we have been scammed and we cannot build a home on our property.

Hi Tom,

Ripoffreport requests that users do not sign their letters, so I haven't included my name. You definitely know who I am, however. I have a very long email trail from you with promise after promise, for month after month, year after year. You've made no effort to make good on your broken promises, you've only become angry and (frankly) evil when I've pointed out your blatent lies and outright theft.

If you would, indeed, like to make your customers satisfied, please send me a personal email with an offer. I'd be happy to settle for a full refund (with no interest or lawyers fees - a good deal for you). Based on the volume of complaints here you've scammed a large number of people so it's possible you are confused about which sucker I am, but we certainly know each other.

Tom comes up with the most ridiculous rationalizations. That's how he gets people. They think, well it sounds like Tom really believes this. I guess it makes sense? Who knows, I can't verify what he is saying because I don't speak Spanish. I guess it must be true... let's wait and see" And that's how he gets people. He puts people off with lies upon lies upon lies upon lies. Tom Wriley is a true sociopath.

I also bought in land in Cozumel back in 2008. It wasn't buildable then and it certainly isn't buildable now. My heart goes out to all of the individuals who were robbed by Tom Wriley.

We bought land from Trans Caribbean Trust  last year and have no complaints, we cannot say anything bad about Trans Caribbean Trust, the Sales rep and everyone else involved were very professional. We were dealt with very professionally and have all the right papers in place to build. We would highly recommend them if you are looking for oceanfront real estate.

Me and a few of my close friends met Trans Caribbean many years ago in Playa Del Carmen, we purchased several lots in the affected area (Cozumel).

Sadly a few years after we made the huge investment the Island was subject to two of the worst Hurricanes on record, you can imagine the looks on our faces when we heard the bad news and that our lots took a direct blow.

We tried to get to the lots shortly after and were met by the Mexican Marines who were enforcing a no go area. This lasted for about 2 years, and then we were hit with the Re-Zoning with the Federal Reserve.

 The funny thing is, if we had of built that dream home for all of us to share it would still be standing there in a Nature Reserve and we could of easily sold it for a handsome profit, the trouble is we kept putting it off. Like most peoples comments I too feel slightly bummed out.

 I cant see how this is Mr. Wrileys fault in anyway, we all know that when investing in real estate whether it be a group or individual investment,  the agent or anyone else cant guarantee that something like this wont happen, the real estate company can or never will guarantee a return on your investment.

Its funny, someone on here mentioned the guy in Florida who was a sleep in his bed when the ground gave way and fell through leaving nothing but a great big hole in the earth, I wonder who his family is blaming for that, I wonder how much they can sell that property for now?.

My advice to all involved on here is to dust yourself off and try again, the market is pretty crappy now, meaning it is a great time to invest.

Slightly bruised but in no way beaten!

Not sure what all this is about, is it really the realtors fault if the Mexican Government decides to re-zone the land and change it into a Federal Reserve. Shouldnt you guys be filing a Ripoff Report on the Mexican Government?

Having made recent contact with Trans Caribbean Trust and doing our own research, we are happy enough that the lot we are about to purchase is sound and has good, clean and clear title. We have a copy of the Use of Ground Certificates and we know exactly what, where, size etc. etc. of home we can build.

When we came across this Ripoff Report forum, naturally we were pretty concerned. Once we spoke to our agent he explained that out of over thousands of happy customers a few have decided to take out their frustrations on Trans Caribbean Trust. Any one in a similar position to me should speak to their representative at Trans Caribbean who will be more than happy to explain the
situation on Cozumel.

Eagerly waiting to start construction.

I am also a victim of Trans caribbean trust company. They sold me worthless land on the Island of Cozumel as well. My e mail is transcaribbeantrusted@gmail.com or my new website about what Theodore Conrad (tom) Wriley did to me and how it affected my family , retirement, and work. Www.transcaribbeantrust.net or www.transcaribbeantrust.info they took me for $330,000.00 on useless land they sold me . I will be making payments on the loan I took out for the next 25 years. They sold at least 80 lots in the area I bought. that is about 26 million. there was two other land deals on Cozumel they were selling. Pelican beach and Cozumel estates. they are also selling Costa maya and sunset beach or sunset shores.

After talking with dozens of people over the last few week about the Huge impending land fraud actions. I have discovered one thing. Tom Wriley is one of the most hated people I have ever met in my 60 years of life. Nearly every person i have talked with, from people he has bought Real Estate from, to people he has sold Real Estate to, all have the same opinion of him.  If given the opportunity, this man will steal every dime he can get from you. This man has No Honor Do Not Trust Him or Deal With Him.



I have talked with 3 people he took 1.2 million dollars from. 900,000 from one, many more he stole 600,000$ $ me I feel fortunate he only got 300.000 Dollars from me & a bunch of others.  I hope you sleep well Mr Wriley.  If i have done what you have, i would worry about what some of the people that i took money from have in mind, & I would not sleep a wink. It appears this all does not bother you much. you must be  busy touring europe and canada or shooting anamals in africa.

We also bought a lot on Cozumel back in 2004. The service and quality we received from TCT was comforting and made our investment as trouble and stress free as possible. We closed from our home country and everything went to plan and on time.

Since 2004 our lot has been affected by 3 separate hurricanes. One was the worst ever to hit Cozumel on record and destroyed access to our lot. I fail to see how this is Mr. Wrileys or Trans Caribbean fault. We all know that when investing in real estate in any country we are all taking a gamble and are subject to re-zoning and government decisions. After we bought the lot our personal circumstances changed and we had to hold off on building for a bit longer. However, if we had built when the zoning permitted, we would now have a home in a Mexican Federal Reserve.

At the moment we are in the middle of making a second purchase with TCT when we stumbled upon Rippoff Report, What I don't understand is the people who feel they were ripped off. But I too am at a loss at the moment. I strongly feel that Trans Caribbean is not at fault, nor should they be subject to this online abuse. I mean, if they told us that we would to be hit with 3 hurricanes and that the Mexican government will change the land into a federal reserve, they are definitely in the wrong business. Mr. Wriley, if youre reading this, can I have next weeks winning lottery numbers please? Anyone with half a brain will realize that it is not the real estates companies fault if the price of our land goes up or down or if it simply washes away in a tsunami.

Who knows, in a few years, maybe the New Mexican President will decide to rezone the land and we will all be winners againwho knows!

My husband and I purchased a lot in Mahahual from TCT in 2010 and have had no problems at all. In fact TCT has been very helpful in assisting us with paying taxes, property upkeep and any other questions we've had. I would purchase more land from them if the situation arose and wouldn't hesitate to refer them to others. We've been very pleased with our lot and the service we've received.

Tom Wriley is now making every effort to get himself out of the scam he is in. he is making offers to trade off Cozumel property for other cheep lots in the country. he mis represents the value if the lots he is trying to trade for.  If anyone has the bad idea to trade him. they should ask him for 2 independent evaluations of the property he wants you to trade for or he will screw you {again} and chances are great yout lot will never be able to be  sold.  

I told Tom wriley years ago that the property he sold everyone on Cozumel could never be built on.  he says that  "because hurricane Wilma did so much damage to the properties and the road,  I am not responsible for acts of god and all deals are off because of the storm and that he has no obligation to any of the land owners on Cozumel anymore." a very convenient excuse to put everyone of his clients off. 

After telling him i would do an interview with the local newspaper {por esto}  He told me if i sign a confidentially agreement and did not do the interview he would "make a special case for me" and give me another piece of property.  I went to Cancun, he took me to majahaul in his nice private jet { we all paid for } to show me properties. after looking at several lots that were worth 1/3 of my property value I refused his offer.

Weeks later when I reminded him of my up coming interview with the newspaper he flew his beautiful private jet to Cozumel and picked me up once again. we flew to majahaul. this time he took me south to ixcalac where he showed me several other properties, some were interesting. When i returned I got on the Internet & looked at other similar properties in that area close by. Again the property he offering to trade me was worth about 1/3 of what i bought my property from him for. Again i refused his offer.

Soon after in 2009 Tom wriley sent Cozumel land owners documents saying that the property on Cozumel could be built on. This was another  stall tatic putting us off once again. Tom riley knows that the papers he sent us {uga}  for the area C9 {conservation area #9} is for that zone. but, each case is individual in mexico. It does not say that everyone in that zone can build.

I got my studies done & applied for a permit. soon i find that if there is mangrove or wetlands within 300 feet of construction no building is possable.  {There is a 5,000$ non refundable application fee} the documents & maps posted on the mexican goverment web sights clearly shows that mangrove are throuout the lots & on the goverment land behind our lots on cozumel.  

Tom wriley in our last meeting contends that because he sent the documents to everyone in 09  saying that building is possable he is {once again} no longer responcible for those lots , he says the land owners could have built at that time but got greedy & wanted to wait for the trump project,  but now with the new decree from the president no building will be allowed there.

 Twice now for 2 diferent reasons tom wriley has said he is not responcible for the lots he sold on cozumel, but is now offering to trade those now usless lots for others.  If the lots were buildable in 09 as Tom wriley says, Why would he be now be offering to make "special agrements" with his clients to trade them for another lots worth 1/3 ? 

He knows that those lots on cozumel were never buildable. He knows he is legally responcible to compensate his customers by giving them another lot of equal or greater value as stated in the tct guaranty he still offers on his web sight. 

The whole devolupment was a scam. from the begining, he sold around 80 lots. totals at aprox. 300,000 $ each. thats 24 million dollars he took from his investors. {maybe he will take you for a ride in his nice jet.} One land owner traded him his 300,000$ lot & has been trying to sell the lot  that Tom wriley gave him for trade for 2 years now, he will accept 100.000$ for it now, but cant sell it as there are so many lots for sale there already very cheep. there are aprox. 4000, 100 foot lots between ixcalac in the south to the north point past majahaul. most are for sale very cheep. this ares is loaded with mangrove & swamp land . the mosketos there are so thick you can not leave your home after 4 in the afternoon and denge fever has been rampid in mexico {i know i had it} There is a beautiful lot for sale in majahaul now for 50,000$ right next to a lot Trans caribbean trust has for sale for 260,000 it has been for sale for a wile if anyone is interested. this shows how tom wriley values his property.

When I show that a Canadian is ripping off Americans in Mexico. This will all make very interesting News print in 3 countries. This will not make the mexican goverment very happy to see there reputation smeared by a canadian scam artist.

After my visit to profepa { the inspectors of environmental crimes} and after a meeting with the director, it was confirmed yesterday that no charges of any kind were ever brought against me, or was i ever ordered to pay a fine of any kind for ordering a topographical map of my land. Another meeting with the director may certinally bring new interesting results.

This shows the character of tom wriley as a lier, trying to slander my name in a public forum for the benefit of his own financial gains. If he has no problem lying in a public forum, one can only imagine the lies he will tell his clients in private to relieve them of there hard earned money.

I'm sure anyone of the approx 80 people that has bought property from him and his company on Cozumel Mexico knows, he will use any tactic possible to deceive his clients so he can be allowed to continue with his land fraud scams in this country.

The Millions of dollars in property Trans Caribbean Trust sold there investors was not build-able then, in 2009 as he contends and certainly not now.

soon to be shown that it was Trans Caribbean Trust that did the "illegal activities including the cutting and destruction of protected endangered species" on my land without permission.

Real estate companies and others who sell property that is later decreed to be included in specially protected areas, parks, or national reserves are not and cannot be held legally responsible for such governmental actions. Regardless of whether the property was buildable prior to the new law, the Presidential Decree has changed the permitted land use.

Trans Caribbean has no contractual agreement with Mr. Goliff that requires the company to protect him or save his property from the effects of the Presidential Decree creating the new reserve in which Mr. Goliffs property is now located. Only the new President of Mexico can reverse this law.

Whether it is future government actions, such as rezoning, Hurricane Katrina, sink holes in Florida, or other natural disasters, real estate companies cannot be held legally responsible for events beyond their control. In all countries people have suffered real economic damage to their properties after purchase, but it is certainly not the fault of sales agencies or sellers.

While Mr. Goliff feels that he and his friends are unique individuals who are entitled to special rights, different from those of other property owners whose lands are located in the 62 million acres of other national reserves in Mexico, the laws of Mexico are for everyone with no special exemptions for the benefit of a selected few.

I believe this property owned by Robert Golliff was sold many years ago to him by Trans Carribean Trust.  I feel it is a dishonest transaction on the trust's part and they should think about what they have done to all the people who own property , bought from this company.

The damage done to the individuals is devastating, but the damage that will be done to the trust's name shall show the world that this company is not who they say they are. once you have lost trust, life turns on you, Is this really how this Trust should be conducting their business?

To damage your own name is one thing, but to destroy family's lives financially is another. how sad is this? Karma never sleeps. do what is right in the eyes of God, live honestly and you shall have kindness with you forever. Do what is wrong and reap what you sow ! Karma has no time line

The area in question is not  a federal park. it is a protection zone as stated in the new presidental decree

If mr.wriley looked at the facts in this case, he would see I have never been charged or fined by the Federal Government for any illegal activities.

I started the permitting process. I was told the first step it to obtain a survay and topographical map of the land. certified surveyors were hired to perform the study some of the vegatation was trimmed by them to complete the map. I was questioned by the enviromentaal dept. after explaining the reason for trimming the vegitation. the goverment saw no reason to charge me with any crime and no fine was given or paid. I then ordered an enviromental impact study of the area.  

i was offered other alternate properties by Mr. Wriley. The properties he offered me were worth a fraction of what i paid for my land.  after seing the trade he had done with another property owner, and the value of the property he recieved. i declined his insulting offer.  it apears he is buying very cheep land  someware else and trying to pass it off as valueable property to his un suspecting clients. they paid hundrids of thousands of dollars for the properties they bought from him.

If i remember correctly it was Trans caribbean trust that did the "illegal activities including the cutting and destruction of protected endangered species" on my land when they cut a new road through the jungle .

Trans Caribbean Trust Co. is sorry for the problems Mr. Robert Goliff has experienced in applying for a building permit on his property, which is now located within a Federal Park on Cozumel Island created on October 3rd, 2012, by the President of Mexico.

His lot was zoned for residential use in April of 2009. Trans Caribbean was not and has not been involved with Mr. Goliff's application for a building permit, but he has advised us that all the necessary documents for the permit application were not submitted at that time.

Perhaps if Mr. Goliff had not been previously charged and fined by the Federal Government for illegal activities including the cutting and destruction of protected endangered species on his land, the authorities might have been more receptive and cooperative with his application. The company has offered to assist Mr. Goliff with the application for a building permit on an alternate property or properties of his choosing, but he has declined this offer.

I understand that there are many other unbuildable  lots in Cozumel called Pelican Beach that Trans Caribbean trust has sold also.

I am not sure how many other he has taking  advantage of .I wonder how many millions he got from them.

Trans Caribbean Trust Co. and owner Tom Wriley sold me and aprox.30 other people properties in an area on the north side of Cozumel Mexico called ixpalbarco. His investors paid to the tune of aprox. 10,000.000 dollars for the properties. They are un buildable now and have not been buildable since they were bought. 

Trans Caribbean Trust Co. has a guaranty that all properties are buildable on there web sight.

They will not stand by the commitment to the many people that have spent there life savings on the project they were guarantied by him & his co.

Tom Wriley contends he sent paperwork to all the land owners in 09 saying that building permits at that time were possable in the zone C9.  He is using this excuse as his defense for not returning the money he has taken from his clients . as part of his scam he has offered an "alternative piece of property" as compensation. the properties he offers are worth 1/3 the value he is trying to trade for. some have accepted this offer and have been un able to sell there cheep replacement property for years now at a deeply discounted price. That area has hundreds of properties for sale at a fraction of the cost to trans Caribbean trust that they trading them for.  1 lot next to his shown on his web sight is now for sale for 50,000$ and still has not been sold. {according to the owner tom is trying to buy it from him} it was bought through tom's company years before for substantially more.

according to p.o.e.l. environmental laws, 2 local biologists and 2 architects those properties never were buildable from the time he sold them to his clients and not now.

On October 3rd 2012, the President of Mexico Felipe Calderon signed into law a decree creating a new Federal Reserve of 93,440 acres on the North end of the Island of Cozumel. As with other Federal Reserves in the US and Canada (example:  Yellowstone, Yosemite, Glacier, etc., 58 by last count), private property owners are restricted from building on properties within park boundaries.

Of course, Trans Caribbean as well as Mexican Nationals and foreigners, some of whom own many 100s of acres and have done so for generations, are all affected and we are sympathetic with everyone owning land within the park. We are also sorry for Mr. Robert Goliffs personal problems, but Trans Caribbean simply cannot guarantee or in any way be responsible now or in the future for actions of Federal Governments, acts of God, or other natural disasters for which we have no control.

National Parks are always created at the expense of those who own the land within them, but they also are always for the benefit and enjoyment of future generations. It is worth mentioning that Mexico already has 175 other federally protected natural areas covering an area of 62,669,289 acres which have all been similarly created and all having the same effect on land owners whose properties were within these reserves.

It has been determined by the mexican goverment that these properties in Cozumel  are unbuildable ,  and Tom Wriley from Trans Caribbean Trust , refuses to honor there guaranty as shown in the web site. Any one involved with bussines transactions with TCT should consider the dishonesty of this company. There are aproximatly 50 landowners that TCT sold properties to,  that have likely  lost there life savings.

Trans Caribbean Trust Company highly values our customers' satisfaction. The company's corporate policy is to do everything within our capabilities to make sure our customers are treated fairly.

We have carefully reviewed our corporate records as well as the records and files of our corporate attorneys. We have no record of selling any property on the Island of Cozumel, or anywhere else, in 2007 or any other year, to anyone using the name "Dreams of Cozumel".

We would be more than happy to respond to this complaint if we can determine who is actually making the complaint and about what property. Perhaps they are confused about from whom they purchased their property.
