I went to a website called usps change address.com and was charged $30 and my mail is out there some where and the post office has never heard of these people and yet when i entered a search for us ps I was led right to this site

Why didn't you just go to the official USPS website?  In a search, it clearly comes out on top of the search list (if you ignore the sponsered sites).  It's free to change your address there.
