I filed for a review of child support amount as non-custodial parent after a job layoff and having physical custody of two children, while awaiting custody hearings through the courts. I complied with the procedures and the paperwork said I would be notified within 15 days. I waited and after 20 days called to checked on status of my review. DCSE told me they did not receive the paper work. I refiled the paperwork and waited another 20 days. They continued to send me statements of money I owed with added interest but never any information regarding the review .

I finally, after having to take off work, drove an hour to the office. I was only receiving 300 dollars a month of my paycheck because I was still paying support based on previous income and supporting 2 children by myself. When I got to the office I spoke with a case worker who told me my letter had been received on October 17th a month earlier but DCSE had not responded and she could not tell me why and no explanation or way to rectify the problem. She said she would have the paperwork sent to me and verified my address and phone number. I had her document my visit which was on November 29 2012. 

I received the paperwork for the review on December 7th which was a Thursday afternoon. The paperwork was due with all the documents they required on the 10th which was a Monday. I again took off work and obtained all the needed documents. On December 10th I took off work again and drove the paperwork to the Newport News DCSE office. I asked them if the documents could be sent to the Hampton Office that day. They assured they could. I asked for documentation that I provided the information requested on time. They provided me with documentation that I had turned in all required information that day. On December 17th I received a letter from DCSE stating that my request for a review was denied because I had failed to turn in the required paperwork on time. 

I called and talked to someone in the call center for DCSE through the 1-800 number. I was livid and threatened a law suit. The person I spoke with said they would put in a review for review of my review. The next morning on December 18th I received a call from my case worker. She left me a voicemail  with her direct number. I called and spoke with her. She said the Newport News office had not sent the paperwork until the 17th a week from when I delivered it. How did the letter get to me by the 17th if the paperwork took a week to get there? Again threatening legal action she asked for another document. I obtained the document and took it to the Hampton office in person, on December 20th documentation and left.

On December 27 my son informed me that there was a police officer at my door. I arrived at the door where he handed me the form to fill out for a review (which I have already done and delivered to DCSE and spoken with the case worker regarding). I am livid. I am living on 300 a month supporting my two kids while ex collects cs for me and I am about to be evicted with two kids. I have had to borrow money from family just to have gas to get to work and feed my kids. When I called Mrs. Clark the case worker, she stated that she had tried to call me but the number she had said it was a non working number.

UHM no it was not and never has been. Then she read the number back to me and it was incorrect. I asked her how she had called me ten days prior and left a voicemail on my phone (which I still have) if she did not have a correct working number. I am done and ready to file a lawsuit. I have read several articles on the web about this same agency, one on this website Ripoff Report and decide to file this report. I have all this documented and proof of all this. Meanwhile I will be going to jail for not being able to pay the child support amount established five years ago at a much paying job.
