WAL MART PREPAID DEBIT CARD Issue: I loaded about $500 onto my WalMart card, which is legally registered in their system with my SSN, and which I have been using to pay my utility bills for almost 2 years now. I closed my bank account, preferring the simplicity of a prepaid debit card. I have a total of $559.86 on this card. They were supposed to send a permanent card with my name on it after I registered it with my SSN, but I never received the card. As a matter of fact, I have spoken with them twice over the last year, telling them I never received a perm card, and asking them to please send one. Each time they agree to send me a card, but it mysteriously never arrives. On the front of my Valued Customer card is clearly printed an expiration date of 8/17, a year and 2 months from now. I use this card for utility bills only and it never leaves the house, so I wasn't terribly concerned about the perm card never arriving. They have my phone number and always identify me by name when I call them. (One interesting factoid, I don't generally keep over $400 on that card.)


Shortly after loading my card (the WalMart checker takes my cash and scans the card, and gives me a receipt) I attempt to pay my electric bill as I have always done for over a year. I am told that my card is being DECLINED. I am horrified, as I already have a termination notice for my power and desperately need to pay it. In a panic, I call to check my balance, which reflects $559.86, so I contact their customer NONSERVICE to find out why my card is being declined! I am told (in heavily accented voices I can barely understand) that my VALUED CUSTOMER card has been deactivated, and I should be using the perm card they sent. I told them I never received it , and they told me it was sent months ago. I was told that I cannot access the money THAT I JUST LOADED onto the card they toldme was CANCELLED, until they RESEND me a perm card, taking 2 to 3 weeks, and I have to use THAT card to access my money.

 

Several questions I have. Why wait until NOW to cancel my card, if I was supposed to be using the card they never sent MONTHS ago? And, if, as they say, they have no way of tracking my money or reissuing it to my temporary card, then how is it that I can LOAD money onto that card, which they say is cancelled and untrackable? And, since there is monthly activity on this card, and they have my name attached to my phone number, if there is an issue with me using the original card, can they not CALL ME and warn me of an impending cancellation?? Why WAIT until I load $500 onto the card and THEN cancel me immediately? I had less than $200 on it, and had just paid my car insurance shortly before loading the balance up to over $500, but I can’t pay my power bill after loading the card??????


I asked to speak to a manager, and they transferred me over to a supposed manager. I was told the same nonsense, and when I protested, telling them all my utilities would be cut off if I had to wait 3 weeks to get my money, and can’t they just reactivate the card I have been using for months, HE HUNG UP ON ME. When I try back, I get this RECORDING telling me that my new card has been issued, to wait 2 weeks before calling again. So I call the main number again (which has an abnormally long hold) and demand to speak to someone who can HELP me. Finally, one woman tells me that they can possibly EXPEDITE my request, so that I should get my card in under 10 days, but that is the best they can do. So then, I explain that they have supposedly sent cards in the past, but they have ALL mysteriously gotten LOST in the mail, and can they provide me something more SECURE than the mail, so that I can access my money without having to go through numerous iterations of supposedly lost cards in the mail and potentially having my funds inaccessible indefinitely. They reluctantly agreed they could send it FEDEX, and it should arrive within 10 business days, but that they would have to charge me $15 for that service!! I said FINE SEND IT!  I have to pay for their ineptitude of simply putting a card in the mail???  I have to fight heavy foreign accents to even be understood, when Wal Mart is supposedly an American institution where ENGLISH is the legal language of the land?


What I find curious is that upon telling various people about this, I am hearing many other horror stories of these WALMART cards never arriving in people’s mail. I am hearing other stories of people having their funds tied up for weeks or months. And…I just learned my OWN BROTHER experienced this very same circumstance as I did a little over a year ago…… but for him, he said it was closer to $800, and they had his money tied up for well over 6 weeks. What a coincidence?!?!?! Apparently this is a regular practice for these people. WalMart is a big retailer, so they are bound to have access to a lot of “debit card money”, and if they are able to tie up multiple customers' funds, interest free to them, and collect INTEREST from their banking institution on all these monies that they are illegally hijacking from WalMart customers for 2 to 8 weeks at a stretch, these people are garnering some serious interest money on these fraudulently held funds. This is a real hardship for me, money is so tight for me right now, due to job loss and caring for a terminally ill family member, I cannot AFFORD to have my utility money hijacked. My power is due to be cut off Monday, and my water cut off in the middle of the week. Unless I can borrow money from other financially strapped family, I am looking at having my utilities cut off. I only am able to live month to month, since my husband has passed away. I do not see how WalMart allows this vendor to abuse their customers this way. Wal Mart HAS TO KNOW ABOUT THIS.   Their logo is on the card, no way they do not know that their vendor is hijacking people's money!!!  I do not see how this is even legal. What, if anything, can be done about this?????
