Waste Industries Billing a termination fee outside of waste management contract which is not authorized Atlanta Georgia

I received a bill today for refuse collection in Gwinnett County GA for a $23.50 termination of service fee. I had been advised through our homeowners association that our elected county officials have indicated that there is no provision or contractual clause for a termination fee with Waste Industries.

I called the Waste Industries phone number today at 1-866-312-7709 and spoke with customer service. I informed them that the charge was not authorized or provided for in their contract. I was told that if I didn't pay the bill that they would simply stop collecting my refuse and will turn over the bill to a collection agency. I told them to turn it over to anyone that they wanted but until they proved that they had the contractual authority to bill this type of fee that I will not be paying it.
