victorville, CaliforniaAs I was walking down the block i saw this woman outside smacking her son across the face, then punching him in the stomach he couldnt have been more than 11 years old. when i yelled for her to pick on someone her own size she flipped me off then grabbed him by the neck and literally threw him inside the house! after i saw that appauling scene i picked up my cell phone and looked up CPS, I told them what i saw and they said they will investigate this claim and thats all she could tell me at this time.
Well not being satisfied with that answer and not wanting a child beater to get away with it I decided to look up her info. according to my records her name is Kathleen Cooper and is on welfare (big surprise there! a lot of welfare receips beat their children) I also found out that her children are not vaccinated. I will follow up with this story to see what happened with the CPS report hopefully they do something about her, mothers should not beat their children. Please, anyone in sarasota please report her and help get those poor kids taken away.

This is a stalker being investigated by the FBI
This report was written by my stalker from Arizona that has been doing this kind of stuff for over 2 years. He has never met me, never seen me, just stalks me via the Internet.
I have reported him to the FBI Tampa division and they are cataloging all his actions and making reports.
If he does enough of these, they will be paying him a visit.
You can contact Agent Carlos Hernandez with the Tampa division of the FBI for further information should you need it and myself as well.

The first paragraph says you saw her son, but the second paragraph says 'children', how do you even know if she has more than one child?
Go ahead and post the CPS case workers name here if you actually did notify them at all, and this report is true! (I doubt it). And dont tell me you don't have the name of the case worker, because if you don't, how do you expect to check on the CPS report?

Nice try kid beater but i am from California, my business associate is the one from Arizona I am doing a job for him and in return he gets me business (im an investigator)
Ok first it was police reports and they were going to come knocking on his door and now its the FBI? on what grounds? what has he done? absolutely nothing. going to your pathetic site and making fun of you does not classify stalking the FBI has better things to do than sit around and gather reports. first off they wouldnt have juristiction, the AZ fbi would. and thery have better things to do. you are a liar, you tried the same scam saying the police were watching him. if they have been gathering all this info they would have done something by now. you prob got the same answer you got from the police (supposedly) and thats theres nothing they can do. again he didnt even do anything. im the one who went to ur town and walked by ur house, so go after me (youd never find me)

I was walking in Sarasota gathering information. im an investigator i was gathering info about her to expose her.
Nothing has been reported to CPS.
I have gotten these threats and stories from him for over 2 years now and not once has CPS been to my home to investigate anything.
If he filed his report with CPS at all anytime after the 8th of August, surely I would have gotten a visit by now.
He gets his information about me from my blog, my website. That is the only way he has ever known anything at all about me.
My phone is unlisted and unpublished and that is why he has no address to give you or any other information.
You cannot legally obtain vaccination information on anyone in Sarasota county by phone unless you are the parent or guardian.
His story is fabricated and be prepared for a fabricated response.
He's good at this.
Really, old onto your hats, this guy is a piece of work.
I can back up my claims of stalking ten times over if need be.
I have countless files on him on my computer so the FBI can have evidence of his stalking.
Everything he has said or written about me on the net is saved to my hard drive as evidence.
This rip off report has also been sent to the FBI agent I posted earlier.
Everything he does is being watched by them.

As you can all see by his latest entry, he admits that he stalks my website and that is how he gets my info.
If anything at all has been done with CPS, nothing at all has happened. No visit. At this point, my family and I would welcome them in and have a nice long talk about where this claim of abuse comes from.
You seem to forget TGO that my sons are teens and if , IF I tried to abuse them, they'd probably kick my ass.

On August 7th, 2005, he tried to post this same claim of abuse on my3cents.com under the name Stevie Vicks. Who is Stevie Vicks? A name he used to use on his old website. It was the name of a person he used to make fun of.
My3cents.com removed the report after being contacted by myself and the FBI.
On May 23rd, he posted to the comments of my website that he was going to post his claims about me here.
I waited and waited and when I saw nothing, I got bored with his game and stopped looking here.
On August 9th, he got bothered that I didn't see his reports all over the net so he posted the following to my website;
'heard a rumor that one of your gods MANY sources put up a nice post about you. I didn't get to read it because it was pulled down the next morning before i got a chance to see it. well atleast its still up in the other place. and better news hes sending me a screenshot of it.
Told you it would be done. ahh isnt it great to get people to do work FOR YOU while you sit back and drink some budweiser?'
He was desperate for me to see his reports.
He also had my3cents.com send me a copy of this exact report filed by the name Stevie Vicks.
He is even more desperate for attention now as I have permanently closed all comments to my website.
This upsets him as I have done this quite a few times to him in the last 2 years.
That is when he starts posting on other sites.
Again, I would welcome any investigator, CPS, private investigator, police officer etc etc etc, into my home to discuss any of the claims he has made about me.
I have tons of proof about his threats and accusations and plenty of documentation to verify that I am breaking no laws, scamming anyone etc etc. Whatever claim he wants to post next, can be debunked.
So like the consumer post from N. Carolina, post the name of the CPS caseworker you spoke to, the name of the agency that gave you private medical information (shot records).
Oh and a private investigator hired to spy on someone, would have taken pictures of me beating said child if this was truly an investigator and with pictures, heck, the cops plus CPS would have been at my door within hours of this fake call that was planned back on May 23rd.

First off knowing the law as i do (its important as an investigator to know the laws)
The FBI doesnt get involved unless there is threats of physical harm, kidnapping,sexual assault etc etc etc and since i have been everyhing he has done there is no instance of that EVER, the FBI has better things to do than get involved in someone making fun of someone else. secondly there is a sarasota filed division office for the fbi why would you go to the tampa one? ill tell you why, because you are full of it.

that's real funny. You demand proof of stuff but yet when I asked you to prove my associate threatened you to the point where the FBI would step in you fell quiet. In reality the only time the FBI would get involved is if there was a threat on your life or your family, if I said i was going to come and blow up your house, or if I posted your address and phone number on the net and it caused someone to come there and threaten/harm you then they would get involved(and to answer your previous question thats why i never posted your address and phone number my associate asked me to keep it on a legal level) the only thing he has done is exposing you as a welfar cheat which last time i checked isnt illegal its done every day.

Stephen, first, where are you actually from? Your original post says Beverly Hills, and the subsequent posts say Victorville. Second, why would you be investigating this woman in the first place? Who is this 'associate' that you mention to Kathleen? Third, if you really are an investigator, why would you make your presence known to the person you're investigating? Don't PI's like to keep a low profile so that the person they're watching doesn't know they're being watched?

The people in charge would hire a local investigator and have the information forwarded back to California. I worked for an investigator named Doug Blue during the 80's and this is exactly how it was done. He was in Houston, I was in NC. You sir, are not only a stalker, but a bedwetting liberal do-gooder. I investigated this woman(for lack of a better term) because my business associate hired me to INVESTIGATE things that he had heard.
why wouldnt I make my presence known? not all PI's are low profile besides i was reporting abuse so i spoke out. she didnt know i was watching until i posted here.

First, your spelling and grammer skills lend me to believe that you didn't graduate high school, let alone get any type of certification. If you did manage to slip through the system, maybe you should hire a good secretary with better writing skills than you possess.
Second, a PPO is not merely for physical harm, but also to stop the type of harrassment that you are currently practicing on Kat.
Third, you are entirely too defensive in regards to the people that are posting to your nonsense. Have you ever heard the term 'Thou dost protest too much'? There are many avenues that can be pursued in the case of true abuse that will bring about action. In your case, you sound like a jilted suitor, and honestly, I can see WHY Kat wouldn't be interested. Of course, you could also be working in the interest of another party whose primary interest is to besmudge this woman's reputation. Unfortunately for you, most intelligent persons see through this type of ploy, and the backlash becomes yours, not hers.
Fourth, an intelligent human being only has to read through the posts from you, and the rebuttal from Kat to realize that she is the more educated of the two, and her credibility climbs with her ability to write an educated response.
Finally, please seek some qualified help within the mental health community to help you deal with your issues. It's clear to most of us here that you're in immediate need of a reality check, and only a qualified professional can prescribe medications to help get your delusions under control. Oh, whatever did we do before we had access to the internet. This information is easily available for anyone to find, and in the future, I would suggest that you do your research more completely before making an a$$ of yourself.
Personal Protection Orders
Under Michigan law, Prosecuting Attorneys must assist persons seeking enforcement of Personal Protection Orders, and must assist PPO plaintiffs during violation hearings, if he/she is not being represented at that hearing by a private attorney.
What is a Personal Protection Order (PPO)?
A Personal Protection Order ('PPO') is a Circuit Court injunctive order that protects victims of Family Violence, Dating Violence or Stalking. A PPO is filed by a Petitioner against a Respondent to stop or restrain the Respondent from:
contacting the Petitioner through any means (in person, by phone, by mail or e-mail, etc.)
Entering the Petitioner's residence property or work place Assaulting, attacking, beating, or wounding the Petitioner Harassing, stalking or threatening the Petitioner
In addition:
Sec. 750.411h. Stalking; definitions; violation as misdemeanor; penalties; probation; conditions; evidence of continued conduct as rebuttable presumption; additional penalties.
(1) As used in this section:
(a) “Course of conduct" means a pattern of conduct composed of a series of 2 or more separate noncontinuous acts evidencing a continuity of purpose.
(b) “Emotional distress" means significant mental suffering or distress that may, but does not necessarily, require medical or other professional treatment or counseling.
(c) “Harassment" means conduct directed toward a victim that includes, but is not limited to, repeated or continuing unconsented contact that would cause a reasonable individual to suffer emotional distress and that actually causes the victim to suffer emotional distress. Harassment does not include constitutionally protected activity or conduct that serves a legitimate purpose.
(d) “Stalking" means a willful course of conduct involving repeated or continuing harassment of another individual that would cause a reasonable person to feel terrorized, frightened, intimidated, threatened, harassed, or molested and that actually causes the victim to feel terrorized, frightened, intimidated, threatened, harassed, or molested.
(e) “Unconsented contact" means any contact with another individual that is initiated or continued without that individual's consent or in disregard of that individual's expressed desire that the contact be avoided or discontinued. Unconsented contact includes, but is not limited to, any of the following:
(i) Following or appearing within the sight of that individual.
(ii) Approaching or confronting that individual in a public place or on private property.
(iii) Appearing at that individual's workplace or residence.
(iv) Entering onto or remaining on property owned, leased, or occupied by that individual.
(v) Contacting that individual by telephone.
(vi) Sending mail or electronic communications to that individual.
(vii) Placing an object on, or delivering an object to, property owned, leased, or occupied by that individual.
(f) “Victim" means an individual who is the target of a willful course of conduct involving repeated or continuing harassment.
(2) An individual who engages in stalking is guilty of a crime as follows:
(a) Except as provided in subdivision (b), a misdemeanor punishable by imprisonment for not more than 1 year or a fine of not more than $1,000.00, or both.
(b) If the victim was less than 18 years of age at any time during the individual's course of conduct and the individual is 5 or more years older than the victim, a felony punishable by imprisonment for not more than 5 years or a fine of not more than $10,000.00, or both.
Please read the language carefully, Stephen, because I think that you'll find that the language reads, 'including but not limited to:' in the wording. Pay particular attention to (d), as that relates to stalking.
As an afterthought, I don't mind being the court jester, because PI (perfectly insane) just doesn't fit my lifestyle.

Stephen, as much as I enjoyed your moronic response about my being a follower, you STILL have not answered my question. Why does your 'associate' even care what this woman does?
She can sue you
for slander and/or liable. What you've written on this board alone, if you have no proof of the 'crime'(which has been asked for but not provided)is a tortious act. This can be pursued in a civil court of law. You cannot make unsubtantiated allegations of wrongdoing against anyone in any public forum, refuse to provide proof of the allegations, and not be held responsible for slandering someone's name and reputation. Why don't YOU read up on the law.

The reason my associate/client cares is because he exposes cheats,abusers, etc. his original task was to expose her as the welfare cheat she is the child abusing and drug abusing was just a bonus.

Lawyers often engage private investigators for sensitive assignments, such as conducting surveillance, obtaining admissions, and finding assets. Many lawyers do not know how investigators perform their work; other lawyers do not want to know. However, ignorance may not be bliss for California lawyers and investigators. In fact, it can be dangerous. An investigation that involves deception--even if the investigator has avoided perpetrating an outright lie--may jeopardize an investigator's license. Further, if the investigation invades someone's privacy or is otherwise tortious, both the investigator and the person hiring the investigator may face civil liability. Finally, criminal penalties exist for unlicensed investigators and persons who knowingly hire them.

Unlicensed persons (not including those considered exempt under the PIA) who represent themselves as licensed or act as private investigators are committing a misdemeanor and may be jailed for up to one year and fined $5,000.(46) In addition, anyone--presumably including a lawyer--who 'knowingly' engages an unlicensed investigator or who conspires to have an unlicensed person operate as an investigator also commits a misdemeanor with the same penalties.(47) Public prosecutors may seek civil remedies against unlicensed investigators, their coconspirators, and anyone who knowingly engages such investigators. The civil remedies include an injunction (for which prosecutors need not 'show lack of adequate remedy at law or irreparable injury'), a civil fine of up to $10,000, and reimbursement of BSIS investigation expenses.(48)
Since 'Stephen' is loathe to follow accepted business practices in the state of California....that once he stated he's The Best PI in California.....(that's advertising folks) that it MUST INCLUDE his license # and his business address....perhaps 'Stephen' is illegally posing as a private investigator, and using the ROR forum as a way to harrass Ms. Cooper from out of state.
Since the state of Florida handles IN HOUSE and in cooperation with AFDC/TANIF officials (the Treasury Department) any allegations of welfare fraud, there appears NO legitimate reason for him to be 'investigating' a Florida resident for another unnamed party in California

(2) Any person who willfully, maliciously, and repeatedly follows, harasses, or cyberstalks another person commits the offense of stalking, a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.
Punishment is defined as -
a) For a misdemeanor of the first degree, by a definite term of imprisonment not exceeding 1 year;
You'd think that since this would cost 'Stephen' his PI license, he's be a little bit better educated about the matter.
NO ONE is above the law, your posts here have indicated that this is an INTENTIONAL effort on Stephens part to harrass Ms. Cooper, to cause her pain and embarrassment for no legitimate purpose, and as such, I've turned over this information to both the Florida Department of Child and Family Services (it's a felony here in the sticks to make false reports of child abuse) as well as to the FDLE - Cybercrimes division.

Why is your client so interested in this person? If your client is in Arizona, and you are in California, why are they bothering with someone in Florida?
There must be a personal connection there that has not been revealed on this report. I can't believe that your client would have just picked a name out of the blue to investigate for welfare fraud. I also can't believe that you would travel all the way to Florida just to do a 'drive by' (or 'walk by' in your case) investigation. Not to mention that your initial post made it seem like you just happened to be walking by her house. You said that after the incident happened, you 'looked up her information'. But if you were hired as a PI on this case, then you already knew her information. Why hide that in your initial post?

I travel all over the place for my clients its no big deal you do what ever you have to for your clients. i walked by her house on purpose so i can report my finding to him plus i met with a neighbor for reasons i wont disclose.
