24 Hour Wristbands STOLE MY MONEY! Sugar Land, Texas

I purchased silicone wristbads from 24 hour wristbands for $170.00.  When I received them, they were incorrect and I completed their on-line complaint and also spoke with two people who told me the correct wristbands would ship in 48 hours.  One week later, still not wristbands.  I had also offered to send back the ones that were incorrect, they told me they couldn't use them and to keep them.  When I called back that I Still not had received the wristbands, the girl I spoke with let me know that they had not even been started so I just asked for my money back. I received an email that they would be issuing a credit to my card within 72 hours, that was 2 weeks ago.  I have spoken, and been hung up on, by several people there and every time I call they say the Accounting Department is "not in".  Just today when I called, they said no one from ACcounting would be in until 3-4 p.m., they also told me my account would be credited by today, Friday Dec. 4th, there has been no credit and they will not let me speak with any manager because they say it is just a call center but also won't give me the info to speak with anyone.  So, I am out $170.00 and still had to buy the wristbands from another company
