3rd District Justices Vance W. Raye, Cole Blease, M. Kathleen Butz, Andrea Lynn Hoch, George Nicholson, Louis Mauro, Elena J. Duarte, Ronald B. Robie, William J. Murray Jr, Harry E. Hull Jr. and Jonathan K. Renner all exhibit bias against self-represented appellants who can't afford an attorney, and bias against the socioeconomically disadvantaged, among other forms of misconduct. 

Most of the 3rd District judges were promoted to the court of appeal from Sacramento Superior Court, one of the most corrupt trial courts in California. When the Third District hears appeals from Sacramento Superior Court, instead of ruling on the merits of the appeal and holding judges and lawyers accountable for misconduct, the reviewing court will instead cover up or whitewash the routine judge and attorney misconduct that permeates the trial court. 

Under the California Judicial Ethics Code §§ 3D(1) and (2), the judges of the 3rd District are mandated reporters of judge and attorney misconduct.
