I am all too familiar with the distorted , manipulating and unethical practices that Adult Learning Programs displayed daily . I worked in the front office so I was the point of contact for visitors. I saw GED students coming in to the agency for help and in return they were faced with Staff who seemed to be unmotivated, unreliable and lack patience with the students on most days. Not to mention the staff was uneducated, lacked training and had no rapport building skills they worked varies positions and were unable to complete there work load or documentation in a timely manner. Or attend work as scheduled.

The staff that displayed higher standards or concerns about the fraudulent behavior is either demoted, abrasively alienate, has had hours of work reduced , pay cuts and terminated under false reason. I have seen where several students have came in for tutoring, only to be given a packet and sent away , with no help and no understanding and no real communication. GED test are given by unauthorized staff. I have seen first hand how fraudulent purchases of hotels ,computers furniture and other items have been billed to grants that should not be billed. I have handled several invoices that are fraudulent and keep several copies as proof to attest to the mismanagement and commingling of grant funds inappropriately. Students and consumers are only dollars and numbers for grant purposes . And when the students complain , the documentation is either lost or misplaced. Or the complainer is pacified with high test scores . And recommendation letters of there choice. I was surprise my self that the executive director allowed this type of practice. But realized he , himself is very hands on and a great contributor to the mayhem.

Since he has stated proudly that he held a law license. But the reality of the matter is he holds that paper but is very unsuccessful in practicing law and any traits of integrity. I'm sure he had to take the bar exams several times.

And failed the ethical section completely . However , he is GREAT at manipulation, falsely accusing, falsifying documentation , fabrication on all levels . very unethical, awesome with intimidation and a wonderful fraudulent grant writer , he can point out the loop holes and gray areas thy are not covered in a grant he writes . Which helps him to manipulate the funding. He is a "Liar-yer " not a lawyer.

ALPA'S Polices an procedures change on a continual bases in order to cover up and hide the negligence and mismanagement of grant funds. And actual work that is not being practice nor performed. I moved to a different worksite under ALPA /MASST program only to deal with the same situation on a very covert level. Once I exposed the fraudulent behavior and padding of services and clients in this department to the executive director whom I thought was unaware of the incidents.

I quickly realized he was aware had active involvement. I was terminated from the problematic program. I and other seniors who were apart of this program have been victims of this malicious behavior . My hope is that some one completes a thoroughly investigation go back 10 years speak to all those who worked at this agency I know eight former staff members to have proof of the fraudulent behavior. And for all those who attend the GED program , MASST program , ABE program BWEARE....!!!!!!
