My wife is an employee of the Department of Defense and we were on assignment at Navel Air Facility (NAF), Atsugi, Japan. We moved back to Orlando in Jun 2006. In Jun 2005, we contracted with All American Management to manage our property and believe they breach the Property Management Agreement:

a. By authorizing a rent concession in the amount of $575.00 in Oct 05 without receiving authorization from us, the owners,
b.Not retaining the security deposit for damages that were beyond normal wear and tear as indicated in the Residential Real Estate Lease caused by the renters.
c.Not requiring the renters to clean the entire premises, including range, refrigerator, bathrooms, closets, cabinets, wall, windows, floors, mow and edge the lawn upon vacating the property as indicated in the Residential Real Estate Lease.

We also authorized All American Management to contract for the repairs resulting from an automobile running into our house on July 14, 2005. The contractor hired by All American Management did not complete all the repairs, the quality of workmanship was poor, plus it appears that All American Management did not perform an adequate inspection of the repairs made prior to authorizing full payment to the contractor.

In Dec 2005 as I travel to Orlando, for the sole purpose of continuing with the termination of the contract with All American Management, I was talking with my neighbors who indicated they witnessed the car accident and indicated the Vice President of All American Management, Ms. Gail Moncla, was driving the car that ran into our house. At the time of the accident, I was informed of the accident by All American Management, who indicated they were not knowledgeable of who had caused the damage to our house.

Overall, we have been very disappointed with the management of our property due to the condition of our house as returned to us by All American Management, poor management decisions made by All American Management, plus it seemed month after month All American Management was trying to invent situations to retain more and more of the rent monies.

In June of 2005, we contacted All American Management as a possible property manager to rent and manage our house during our oversea assignment. A Ms. Amy Goodwin, of All American Management, came to inspect my house and to determine its rental condition. At that time we told her we were looking for a good honest manage to take over the rental and management of our house. She said All American Management was the right people for the job. We asked Amy how the house looked and she said the house looked like a new house. As she proceeded with her inspection, we asked her to write down any discrepancies that needed to be repaired or replaced. At the conclusion of her inspection, she indicted there were no discrepancies. She indicate the house could easily be rented for $1150.00 a month and we signed a contract granting All American Management power to rent our house for a period of one year, which would expire on June 22, 2006. We made a video of the house that shows the condition of the house at the time it was turned over to All American Management. We returned to our oversea duty station under the impression our house was in good hands.

About two weeks later we received a call from Amy Goodwin indicating our house had been damaged as a result of someone driving their car into the house. She also indicated she believed our house was damaged by someone who had a personal vendetta against us. We told her that was crazy; we weren't aware of anyone who would commit such a terrible act. Amy Goodwin also indicated that All American had reported the accident to the police and to our insurance company.

We talked to one of our neighbors who indicated he thought someone from All American Management had hit our house. He had heard a noise and by the time he went outside to investigate, he saw a red car in the drive-way and the damage to the wall of the house. He went across the street to find out what had happened to the house. The lady in the red car indicated she had just arrived and had an appointment with to meet with Ms. Gail Moncla, of All American Management, to look at the house as a rental possibility; Ms. Gail Moncla did not keep her appointment to show the house on that day since she had already left the seen of the accident. My neighbor called All American Management o inform them of the accident; he spoke with Ms. Amy Goodwin and indicated that he was surprised at how much Amy already knew about the accident. When we talked with my insurance company we told them what our neighbor and told us about the accident; however there was no proof of All American Management's involvement in the accident. The damage included a hole in the wall that exposed the inside of the house; therefore, we did not expect to rent the house until the damage has been repaired.

The following week All American Management sent us an e-mail indicating they had a couple who wanted to rent the house, the couple had a small dog and requested approval to rent with their dog and was willing to move into the house prior to the repairs being accomplished. Amy indicated the dog is almost 3 years old and the renters said it's mostly an outdoors dog unless the weather is bad and that the pet application states that the renters take full responsibility for damages caused by the pet, whether it's interior or exterior damage. Come to find out, the dog was a big Labrador!

All American Management indicated a tarp had been placed on the outside of the house and was providing protection to the inside of the house. All American told us the house was rented as of 25th of July; however my neighbor told us the renters moved in on the 23rd.

All American Management also told us the rental money would be put into our account by the 10th of each month and the agreement required our authorization prior to funds being expanded in excess of $350.00. However, neither of these items was honored by All American Management. During the five months All American Management managed the rental of our house, the rent money was never put into our account by the 10th of the month. All American Management was very slow or non responsive to our questions, providing document relating to cost estimates from the contractor hired to fix the damage caused by the automobile accident and in sending copies of the monthly transactions, etc. Prior to the accident Amy Goodwin was management our property, but shortly after the accident All American Management assigned Ms. Christine Cluley, a real hard cold stone individual, to manage our property.

All American Management always provided unjustified rational as to why rental money was kept to pay such bills as a $250.00 dollars cleaning fee; however the cleaning of the house was performed two weeks aft the renters moved into the house. Our house has less than 1800 sq. ft. living space; therefore it's very difficult for us to understand a $250.00 dollar cleaning fee. The house was not occupied for only 23 days until the renters took possession. The house had been recently painted inside and out, had new appliances and all title floors; therefore it's difficult for us to understand a cleaning charge of $250.00 aft the renters had been living in the house for two weeks!

All American Management also made the decision, without our approval, to grant the renters a $575.00 rent concession for Oct since they were inconvenienced with the repair of the damage caused from the automobile accident. Apparently, All American Management forgot the renters had signed a rental agreement indicating they would move into the house in an as is condition, meaning the renters were aware of the damage at the time they rented the house and agreed to rent the house in spite of the damage.

All American Management was authorized to hire a reputable contract to restore the house to its original condition and who would be responsible for a period of one year to repair or replace all items found to be defective or not up to state/county codes as a result of poor workmanship or quality of material used by contractor personnel. The contractor was paid on or about 9 Nov 05 indicating all repairs had been completed including the structural damage. Then All American Management tried to chare us for the cost to replace the title in the bedroom that was damaged by the automobile accident, indicating the contractor they hired had forgot to include the tile replace in their cost estimates, but with no estimates, no details or consulting with us prior to the work being done, resulted in All American Management attempting to over charge us for the repairs from the accident.

The renters decided to moved out of the house in the middle of Dec 2005; however All American Management refunded all of the security deposit to the renters even though the house was left in a filthy condition and had visible damage caused by their dog.

Upon notification to All American Management, in Dec, we were going to terminate the property management agreement, given that they had breached the contract, Ms. Christine Cluley informed us that our house was a mess and sent us pictures indicating the walls from the remolded rooms in the garage were falling in and that in her opinion it was unsafe to live in the house. However, after looking at the pictures, we knew the damage was caused from the automobile accident which obviously had not been fixed by the contractor. Ms. Christine Cluley also indicated she was going to report these code violations to Orange Country Code Enforcement Division. Ms. Christine Cluley did contact the Code Enforcement Division, who performed an inspection with four minor violations noted, which were caused by the renters or by the automobile accident and was not fixed by the contractor that All American Management hired to make the repairs.

Basically, the contractor hired by All American management did a poor job repairing the damage and All American Management did a poor job monitoring the quality of work being performed by the contractor. Also received an e-mail from Ms. Gail Moncle stating the automobile accident was not her fault or the fault of the owners, the renters or All American Management.

On Dec 29, 2005, we flew back to Orlando to take back our house from All American Management and to terminate the property management agreement. Our neighbor told us the renters were mowing down the plants in the yard. We were shocked at the condition of our house; we had never seen a house this nasty, it made us sick to our stomach! The house reeked of dog order and everything was covered with dog hair; dog hair was even in the sinks and washer and dryer! The backyard had so much dog feces and holes dug by the dog I would guess it had not been cleaned during the five months the renters were in the house. Prior to rent the house, we had spent many hours landscaping the yard and adding additional flowers, plants and shrubs; twenty seven of the plants and shrubs were gone and had to be replaced, after the renters moved. We made a video to show the condition of the house as vacated by the renters. It took us over four weeks to repair and clean the house to get it back into a condition ready for new renters.

In Dec, during the time we were cleaning and repairing our property, our neighbors told us they saw the automobile accident and that it was a white car with All American Management logos on the doors that ran into our house. Our neighbor indicated a lady with blond hair was driving the car. We showed our neighbor the picture from the All American Management website and they identified Ms. Gail Moncla, VP of All American Management, as the lady driving the car that ran into our house. We called All American Management and informed Ms. Gail Moncla that our neighbors had identified her as the person driving the car that ran into our house and asked her how she wanted to proceed with notification of the police and our insurance company. She told us the only way she would discuss the accident with us was in the present of her attorney!

For the five months All American Management rented our house, we received $1,134.13 dollars as rental money, an additional $510.43 was sent to my attorney in Jan 2006. This equated to renting our house for just a little over of $300.00 dollars a month. This is a joke; thank God my mortgage payment was not dependent on the rent money.

All of the above has resulted in termination of our property management contract and legal actions being pursued against All American Management and they are saying they did not do anything wrong and are counter suing us to include their legal fees, etc.PEOPLE BEWARE OF ALL AMERICAN MANAGEMENT ((( ROR redacted link for security purposes)))
