All State Motor Club Credit Card Fraud S Barrington, Illinois

I have been a member of Allstate Motor Club since 2001 and have used their services on many occasions for keys locked in car etc.  In April, 2009 I wanted to cancel as the fees had increased from $8/mo to $13/mo, but they would not, so I canceled my debit card at my bank.  I had all these calls trying to get me to re-instate and pay my (canceled) a/c but I refused.
Last week I had another call and their rep said he could put me into a Premium program at just $6/mo for the next year so I went for it even though I am unemployed right now.  Today I find a $47 charge on my credit card and their supervisor Mr. Utpal Roy said I had to pay for all the back charges to April as they were just going to continue my old membership and I had to pay for all that time too.  When I asked why that was not explained to me and I was under the clear impression that this was a NEW Account, he advised that you cannot get a new a/c for six months after you close the old one and this was only five months.
How stupid is that, I've been a member for 8-years and probably would be for the next 28-years, and now I hate them!  They sucked me into a new a/c on the promise of fees reduced to $6/mo and then slam the credit card with totally unauthorized charges of $47, which he refused to refund.  This is a total RIPOFF!!!
