David Epstein, owner of All Ways Travel in Bethesda, MD promised me $425 in a rebate after the final payment of my cruise was made. He made this promise to win the lowest bid for the cruise and get my business. Oce he got my credit card number, he changed his story to giving me the rebate after the cruise was over, when i would have no recourse to get my rebate unless I flew to Maryland and take him to small claims court.
