Alpine Village Apartments I've Been Harmed and I'm Done Taking it Alpine California

Tenants have rights but unfortunately I've been told I have none, that doesn't work for me at all... I'm disabled, I've been told that it doesn't matter and no one cares about that. I've been threatened at my front door, I've had the walkway to my apartment blocked as I was bringing laundry back from the laundry room; my car was towed illegally, my garden that has plants as old as 25 years was trashed, I was threatened with having my water shut off, (I'd really like to know how/why that would happen since I pay my water bill to another company entirely and that bill is always paid in full).

I've had no heat or AC for over two years because my heat/ac unit was Red Tagged by SDGE for Code Violations; my electrical is bad due in part to the fact that half my apartment is on one circuit, I don't think the term "Dedicated Circuit" has any meaning at all. I have a jungle in my back yard, but it's been a dead jungle for well over a year so one spark is all it will take for the next wildfire to start. Calls for repair fall on deaf ears if the call is even answered at all, more often than not VM answers and messages are not returned, Any request for maintenance is a guarantee of some type of retaliation, whether or not maintenance is actually performed.

Although my rent is paid on time and in full every month without fail, I've been owed money for two years due to damages caused by contractors that were not under my employ or my control, I was promised reimbursement that has never come. Pressing for my money results in being laughed at then being accused of harassment, because they don't pay what is owed and will do virtually anything to avoid it.. The same contractors who trashed my personal property also left my back patio and front porch in an absolute total mess that I was told would be taken care of. After being blown off for months, not being paid, and not having anything done to take care of the mess it suddenly became my fault. I was lied to when the claim was made that I had already been paid.

There's an easy fix, produce proof you paid me, that has not and will not happen because it's a lie. We have "security" per se but they do absolutely nothing, they aren't on site and they don't speak English, I speak poquito Espanol but not nearly enough to make myself understood in an emergency so there's no protection at all. Tenants who cause problems are ignored and allowed to continue because it's easier to harass good people than problem people, it's working famously. A neighbor's child was stealing from me and vandalizing my property as well as others, nothing was done about it for over two weeks: I was told I would be contacted by the parent and that was not done.

When the residents vacated the apartment, I was told that I would be able to make a claim for my damages. When I attempted to do so, I was literally laughed at and told that the "reimbursement was only a joke" Uhmmm pardon me...? I don't understand why people think they can treat others so horribly, especially when they rely on those others for a paycheck, and because it's not legal to abuse tenants. I've tried in good faith to fix these issues but you can't reason with unreasonable people who say "I can do whatever I want". You also can't reason with people who truly don't care at all and prove it, all you can do is show them that's against the law...
