I received a bill from ALYON Technologies in the mail for $14.67 for "Premium Web Content".

This is the first email that I sent to Alyon: (The second one is toward the bottom of this page)

I received a bill from your company today stating that I was being charged $14.67 for "Premium Web Content", The bill also states that I agreed to have the modem on my computer dial the number 201-553-4707 and that I made a 3 minute call from my telephone to some place on the web.

I am the only one that uses this computer. I don't know who you are, but you have either made a mistake or your company is engaging in (censored) business practices. I have never requested or agreed to have my modem dial a phone number from the internet.

Thank you for your e-mail. The following provides details on the bill you received information on Alyon Technologies, Inc., as well as information regarding Alyon billing, connection and dispute processes. We also suggest that you visit the Customer Support section of Alyon corporate website (there is no charge for this information) at www.alyon.net to view information on the billing, connection and dispute processes.

Alyon Technologies is a call tracking and billing service provider for several premium Pay Per Use adult websites. Alyon does not provide content, rather, Alyon provides merchants of online information, content and consumer goods and services with an alternative method of billing and payment for those consumers who do not wish to use their credit card for the purpose of making such purchases over the Internet. Since Alyon is not a content provider, it does not use pop-up windows or solicit customers via email for advertising purposes. When a consumer receives a bill from Alyon for premium adult content, it is because someone at his or her location used a computer connected via modem to the phone line for the purpose of viewing adult content. The bill comes in the name of the Telephone Line Subscriber, that is, the person responsible for charges on the connecting phone line.

The connection process is designed so as to prevent connections made in error, specifically:

The user must select the Method of Payment (Credit Card vs. Direct Bill "No Credit Card") as well as the Method of Connection (Modem/ISDN, Cable/DSL/LAN/Web TV)

The user is then presented with the Terms and Conditions/Disclaimer, which specifies the method of connection, the rate per minute, the fact that a bill would be forthcoming from Alyon and requires the user to affirm, that they are over age 18 and are responsible for the phone line or have authorization to use and incur charges through the phone line.

Beneath the Terms and Conditions, two options are displayed: "I accept" and "I do not accept". IF AND ONLY IF THE USER CLICKS "I ACCEPT" DOES A "CONNECT" BUTTON APPEAR. If the user clicks "I Do Not Accept", an "Exit Now" button appears. If they do neither, and simply close the window, that is the end of the process. This step cannot be circumvented since the "Connect" button only appears AFTER the user clicks "I Accept"

Upon clicking "I Accept", then "Connect", dialer software is downloaded which disconnects the user from their ISP, and uses the modem to dial a domestic long distance number which is listed on the Alyon invoice (which will subsequently appear on the consumers telephone bill).

The actions of the User described in the last two bullet points above are the two levels of agreement required by the Federal Electronic Signatures Act that makes this document legally binding and enforceable. For all subsequent connections, the user must again accept the Terms and Conditions/Disclaimer by clicking "I Accept" and click "Connect" in order to reconnect.

The user is connected through Alyon's billing gateway in Union City, NJ. The Reference or # Dialed column on the 2nd page of the Alyon bill lists the 201 area code phone number of our switch site. Upon receiving the inbound connection, the originating number is identified (in a manner similar to caller ID) and matched against the Regional Bell Operating Companies (RBOCs)- that is, the phone company databases. These databases contain telephone line subscriber information and are supplied by all telephone service providers. Upon a successful match of originating phone number/telephone line subscriber information, the user is granted access to the premium content for up to 31 minutes per connection. The duration of the connection is tracked, and the bill is then calculated based on the per minute rate specified in the Terms and Conditions. At the end of each connection, the User is presented with a window that provides a link to Alyon website to view their bill online with an option to pay by credit card at that time. To access the online statement, the billing phone number used for the connection and a password is provided.

For further verification of the call and the connection from your phone number, refer to your long distance telephone bill for a call to Union City, NJ (area code 201) on the same date and time as the connection listed on Alyon bill. Our charge is an entertainment fee for access to the content only. As explained in the Terms and Conditions/Disclaimer, Alyon issues a credit of $0.10 per minute to cover the cost of the long distance charge.

The billing methods and practices utilized by Alyon Technologies are in accordance with the pertinent FTC and FCC regulations, the Federal Electronic Signatures Act and other associated regulatory agencies governing the operation of business or entertainment sites via the Internet.

Alyon provides Customer Support for all customers. Customers are invited to email, call or write our Customer Support Department with any concerns or questions regarding the Alyon account. However, accounts with balances of less than $50 are limited to E-customer support (email response or written response). We have a staff of professional customer support specialists waiting to assist our customers

Dispute Process

All disputes must be submitted in written form via US Mail - emailed disputes are not accepted. In order to properly document and process your dispute, an affidavit form or a letter must accompany the evidence. The affidavit form is found on www.alyon.net, Customer Support, FAQ #17 (you will need Adobe Acrobat Reader which is downloadable software for free at www.adobe.com). Print and complete the form and attach your supporting proof. Send all documentation to the address listed on the affidavit form and the invoice. Upon receipt of the completed affidavit and proof of dispute, we will review and handle the matter accordingly. All written disputes are responded to in writing with the amount of credit issued towards the bill and the remaining amount due, if any.

Common Disputes

1. I didn't make the call. The consumer must send a copy of their long distance phone bill showing the phone number listed on the Alyon bill with detail of the long distance dates/times in question. NOTE: The times listed on the Alyon bill are Eastern Time. The consumer MUST ADJUST for their TIME ZONE. If the consumer does not include the information above, the dispute will be rejected, a letter will be sent stating why the dispute is being rejected and the account will go back to active status. Should you not receive detailed information on long distance calls (i.e., flat-rate billing), contact your long distance provider to discuss the connection detail listed on the 2nd page of the Alyon invoice.

2. This is not my phone number. In the event that the information from the Regional Bell Operating Companies or Competitive Local Exchange Carriers is incorrect or not updated in the case of a prior line disconnection, we ask the consumer to send an affidavit or a letter along with either the final bill for the telephone number in question, a copy of their new telephone bill, (front page will do - all we need to see is name, address, and the correct telephone number) or a letter from the telephone company stating the telephone number in question is no longer or has never assigned to this consumer. Alyon will investigate the matter with the database provider(s) and where appropriate, reverse the charge(s) and re-bill to the corrected party. Alyon does not pursue those to whom the telephone line does not pertain.

3. My friend or a guest in my house made the calls. The consumer, as the Telephone Line Subscriber is the responsible party for the phone line used to make the connection and as such, is responsible for the Alyon bill. Similarly, had the guest used the phone line to place a long distance or international call, the resulting charges would still be responsibility of the telephone line subscriber. The consumer needs to submit payment to Alyon and collect from the guest. Consumers are urged to do their part to supervise the use of their computer by others.

4. My minor child accessed the site.

None of our client websites are designed to entrap children. In fact, Alyon strongly supports the use of parental control software (www.NetNanny.com, www.CyberPatrol.com, www.CyberSitter.com) to protect children from receiving or being able to access inappropriate content. However, Alyon cannot make parents obtain and utilize parental control software, nor does Alyon contend that the parental control software is a suitable substitute for actual parental supervision. Ultimately, it is the parent or guardian's responsibility to supervise their child's use of the computer. No software available can replace the role of the parent, and the use of parental control software should never be considered a substitute for parental supervision.

Nevertheless, if a consumer wishes to dispute the charges based on the claim of usage by a minor, they may do so. Alyon will review your dispute, and determine if a credit is due, based solely on the merits of the dispute. No guarantees or minimum credits are offered. Please note that in order to properly document and process a legitimate dispute of access by a minor it must include verifiable proof that a minor child is living in the house i.e. copy of school ID or other state issued documentation that includes the minor's date of birth. An affidavit or letter explaining that a minor accessed these sites must accompany this.

A Word on PopUp Ads and Cookies

The very first adult site accessed on your computer may have stored a cookie (site info) making your computer susceptible to pop-up windows for advertising purposes. Pop-up blocker software such as Whack-a-Pop (http://www.whackapop.com) and others are available. Please note however, that if you go through the connection process and use the service, you have given Alyon consent to download content to your computer. Upon exiting our website, you may receive 2 or 4 pop-up ads. Nevertheless, whether through advertising or other adult sites, the ONLY way to receive a bill from Alyon is to complete the connection process, which indicates that the content is premium or pay per view in nature.

Mr. Caro,

You can send 500 pages of explanation concerning how your company deals with customer disputes and it won't be enough to explain away your (censored) business practices. Even though you do not "supply content", as you stated in your e-mail, you are an agent of the company and as such, are culpable for your client's actions. If I were a collection agency and I had a client that was drug dealer and my job was to call and collect money from people, because the drug dealer said these certain people were in the vicinity of where his drugs were kept, I guarantee you, a court would find the collection agency responsible, at least in part, in their role in the drug business.

You most certainly know how these charges happen and you and I both know, it's through deception and that is against the law. You can hide behind a barrage of words, explaining how your company works, but when it comes out in the wash, you are knowingly attempting to (censored)people. It's called a (censored), . People that run companies and work for companies such as yours usually pay a price in the end, both legally and spiritually. Since you have obviously decided to handle my e-mail in the manner you have, then I guess I'll have to handle this situation my way.

I thought I was the only one that this (censored), had happened to. Even though I reported ALYON to the FBI, It still bothered me. I wanted to do more. I went online and enter "(censored), Alyon" and low and behold, there was RipoffReport.com. I was amazed with the site and that someone had taken the time to really go after these guys. I can't believe that this site is being sued by ALYON TECHNOLOGIES. I'm sending a check and if everyone that has had a problem with this company would send one dollar, then the guy running this site wouldn't have to worry. I was pleased that so many governmental agencies were getting involved in going after ALYON - Go USA. We might be having problems locating Bin Ladin and the Weapons of Mass Destruction but we know where ALYON is.

First off I would like to say that the statments above are true about Guinea-Bissau it is one of the top countries for adult entertainment I know this because I am an AT&T employee. First off it is very possible to have your computer dial up a number without your consent I was connected to the internet one night and all of the sudden I could hear my computer dial up ( I have dial up service) which alarmed me after closing about 15 windows that I'm not sure how they were open in the first place I got to my dialer which was trying to dial up an international # whch I'm sure was a "porn " site I was unable to cancel the dialing it was as if it had a mind of its own I managed to stop it by actually pulling out my phone card from the computer!! It is an awful way for these companies to get money!! The customer sees this on their phone bill and call in when they are told what the call is for we term it "adult entertainment" they are embarrassed, with no merit all of us rep's know how it work and know you can have this happen without your knowledge, AT&T recognizes this problem as well and grants our customers a One Time Courtesy Adjustment which means guess what AT&T eats up the cost of that call (the company in Guinea-Bissau or whatever country the call is going to) still requires payment for that call!! It is disgusting that they try to steal our money like this ! I wish you luck with your fight against these companies they need to be stopped!!!

Pennsylvania has obtained a consent order similar to the results of the FTC's action. Alyon has to refund $14,000 to 70 consumers they (censored).



A judge in West Virginia has ruled that Alyon cannot do any business in

that State, untill the court trials.



Florida has an ongoing RICO ( (censored)eering) probe of Alyon.



The court cases invoving the company, the FTC and the Attorney Generals begin soon in multiple jurisdictions.



Alyon's expensive lawyer will be very busy (and very costly to Alyon) in the coming months.



Alyon has lost in every situation, so far: the case for massive monetary damages is far stronger. Thousands of complaints to the FTC, FBI, The Post Office and other Federal Agencies, almost every state Attorney General, The BBB and Rip-0ff Report.com

I only have a bill for $14.86 so this would not break my bank, even if I were going to pay it, which I am not.



I've read the Court Order by Judge Story, issued on July 10th, 2003, concerning Alyon Technologies. I am not an attorney, but my understanding of the Court Order is as follows:



The people that have received bogus bills from this bogus Alyon Technologies have three ways to seek relief:



1) The phone number that Alyon is billing, is not your number. 2)An under-aged person inadvertently accessed Alyon services, while on a game site, or was unauthorized to access services provided by Alyon Technologies 3) The person responsible for the telephone bill says they did not authorize or were unintentionally connected to a pay-website.



Number 1, is easy enough to defend. All you have to do is show that the number billed by Alyon, was not your number.



Number 2, if you have under-aged children in your household, you cannot be held responsible for a child's unauthorized access, intentionally or by accident, to services provided by Alyon.



Number 3, You assert that you never entered into an agreement to access services provided by Alyon, or you were unintentionally, by technical error, connected to services provided by Alyon.



If you claim any of the above three, you must file a complaint with the FTC within 90 days of the Order (first week in October). You must also file one of the affidavits, at the end of the Court Order, with Alyon. If Alyon disputes your claim, then the FTC will act as an arbiter in deciding whether you will receive restitution, or absolution of any debt Alyon says you owe them.





I have filed many complaints, to many agencies. I started with the FTC, but I also contacted my State's Attorney General. Illinois is actively involved in a lawsuit against Alyon.



Illinois alleges that Alyon told consumers that they owe money to Alyon for adult Internet content which the consumers did not access, which consumers' minor children accessed, or which the consumers did not agree to purchase; and (2) helped place certain programs on consumers' computers without the consumers' authorization. Illinois asked the judge to award, among other things: an injunction prohibiting certain practices which violate Illinois consumer protection laws, restitution to consumers and civil penalties.



Alyon responded to my complaint by telling the Attorney Consumer Protection department that they have conducted an investigation of my complaint. Alyon states that they have reviewed the call records for the transactions reflected on the billing statement, and CALLER IDENTIFICATION INFORMATION (ANI) provided by the consumer's local telephone company. Alyon says that calls were placed from my telephone number, by me or someone authorized by me. They futher stated that if I had any information to the contrary, I should let them know.



Alyon went on to say that unless I had additional info indicating that their information was wrong, payment was due within 20 days or they MAY turn the matter over to the collection agency.



(Excuse me for a moment, I'm about to do something unprofessional----clearing my throat--Alyon Technologies---BITE ME!)



The nerve of this company, to threaten me in a response letter to the Attorney General of Illinois--but it was not unexpected. I have always judged a person's class by what is in their heart. A millionaire can no class, and conversely, a poor man can be a class A person.



These people that run Alyon are trash. They(censored) people and then hide behind their high priced attorneys. They steal money from hard-working people.



No matter how this whole thing turns out with Alyon, retribution is always just and unrelenting. There is a price to be paid when you conduct yourself in an unethical manner. Alyon and the people associated with that company, may delude themselves into thinking that they have gotten away with something. They might very well be successful in defending their business practices, but their souls will pay a price.



I been in the health care field for a long time and I have seen the different ways that people pass away. I have seen the horror in some peoples' eyes as they take their last breaths, smothering and choking in their past ill deeds. I have also seen people quietly, gently, take the hands of their ancestors and proceed to the next level. I'm really disgusted with this company.



If anyone can tell me anything new about what is happening in other states, I'd appreciate it.

Alyon states that they have reviewed the call records for the transactions reflected on the billing statement, and CALLER IDENTIFICATION INFORMATION (ANI) provided by the consumer's local telephone company. Alyon says that calls were placed from my telephone number, by me or someone authorized by me. They futher stated that if I had any information to the contrary, I should let them know.



Alyon went on to say that unless I had additional info indicating that their information was wrong, payment was due within 20 days or they MAY turn the matter over to the collection agency.

The nerve of this company, to threaten me in a response letter to the Attorney General of Illinois--but it was not unexpected. I have always judged a person's class by what is in their heart. A millionaire can no class, and conversely, a poor man can be a class A person.



These people that run Alyon are trash. They(censored) people and then hide behind their high priced attorneys. They steal money from hard-working people.



No matter how this whole thing turns out with Alyon, retribution is always just and unrelenting. There is a price to be paid when you conduct yourself in an unethical manner. Alyon and the people associated with that company, may delude themselves into thinking that they have gotten away with something. They might very well be successful in defending their business practices, but their souls will pay a price.



I been in the health care field for a long time and I have seen the different ways that people pass away. I have seen the horror in some peoples' eyes as they take their last breaths, smothering and choking in their past ill deeds. I have also seen people quietly, gently, take the hands of their ancestors and proceed to the next level. I'm really disgusted with this company.



If anyone can tell me anything new about what is happening in other states, I'd appreciate it.

Calling All Alyon Technology RipOff Experts--I've read the Court Order--Am I missing something?

I only have a bill for $14.86 so this would not break my bank, even if I were going to pay it, which I am not.



I've read the Court Order by Judge Story, issued on July 10th, 2003, concerning Alyon Technologies. I am not an attorney, but my understanding of the Court Order is as follows:



The people that have received bogus bills from this bogus Alyon Technologies have three ways to seek relief:



1) The phone number that Alyon is billing, is not your number. 2)An under-aged person inadvertently accessed Alyon services, while on a game site, or was unauthorized to access services provided by Alyon Technologies 3) The person responsible for the telephone bill says they did not authorize or were unintentionally connected to a pay-website.



Number 1, is easy enough to defend. All you have to do is show that the number billed by Alyon, was not your number.



Number 2, if you have under-aged children in your household, you cannot be held responsible for a child's unauthorized access, intentionally or by accident, to services provided by Alyon.



Number 3, You assert that you never entered into an agreement to access services provided by Alyon, or you were unintentionally, by technical error, connected to services provided by Alyon.



If you claim any of the above three, you must file a complaint with the FTC within 90 days of the Order (first week in October). You must also file one of the affidavits, at the end of the Court Order, with Alyon. What the heck is going on!!? Is anything happening with this case at all??

I am beginning to become concerned about this matter all over again. The AGs and the FTC have had this case for a matter of several weeks now, but the reports keep rolling in! It is still going on..on all fronts! In fact, after a brief slowdown in reports, it seems as though they are on the increase once again. There seems to be a new phone number and its business as usual for Alyon.



I assume (perhaps wrongly) that the Alyon attorneys are continuing with their assault on this site to have all the Alyon postings removed. Although I do believe that these posts are protected by "freedom of speech" rights, life had become very difficult for the Rip-off Report. ED: perhaps an official update on this matter??...



This has taken longer than Afghanistan and Iraq...it is absurd that there has not been a restraining order against Alyon and ALL its practices until Alyon is able to prove it is on the up-and-up. That can never happen, so it would put a quick end to them. Good-bye, good riddance to bad garbage!!



If anyone has an update on this action in progress against Alyon, please post it here. I can find nothing new on the FTC site or the AG site for my state. I understand that legal actions take time, but the (censored), should not be allowed to continue under a new phone number in the meanwhile. It is ridiculous.

Welcome Doctor to a unique online club that gets bigger almost every day. Welcome to EOA , the Enemies Of Alyon dedicated to bringing down and ending one of the most scumbag companies of my lifetime. (And if I insulted any scum or bags by associating them with Alyon, I humbly apologize.)



I love your work. What Alyon does not need now is someone so angry at this company(easy to do.) that it becomes not just a matter of refusing to pay bogus bills, but rather a desire for justice and balance.



Thank God, we have others who have made that committment; Gregory, for one. And there are others here who took on Alyon at the beginning, got the complaints moving to the right authorities, helped the confused and the abused harassed verbally and by mail by Alyon. And won.

PS. There are now 20 Attorney Generals suing Alyon, not 13. If you get sued by ONE State Attorney General you usually have problems as they are the TOP legal staff in every State. Alyon apparently has 21 lawsuits against them in 20 seperate jurisdictions. That is a lot of well deserved trouble for this nasty company.

After doing a little research on Guinea-Bissau, I discovered that the United States is trying to stabilize the country's economy and encourage trade between our two countries. I immediately filed complaints concerning the (censored)business practices of ALYON TECHNOLOGIES with the company, FTC, IFCC-FBI, FCC, USPS, The President of the United States, The Attorney Generals of Illinois, Georgia, and New Jersey (my state and the states where ALYON TECHNOLOGIES does business), The Governors of Illinois, Georgia, and New Jersey, The mayor of Norcross, Georgia and Ripoffreport.com.



AT&T dismissed the charges for the call to your country and I will not pay for the remaining $14.76. ALYON TECHNOLOGIES is engaging in (censored) business practices and it is my understanding that the Federal Trade Commission has filed a law suit against ALYON TECHNOLOGY and that Attorney Generals of 13 states have also filed lawsuits. Interdispersed within these lawsuits, is the name of your country. Apparently, ALYON TECHNOLOGIES and a company in your country, have created a way to putting DIALERS on the computers of people that have not requested it, nor agreed with it. These DIALERS automatically, without consent, dial foreign countries, charging as much as $8.00 a minutes.



It is my understanding that Guinea-Bissau and the United States of American are attempting to stabilize your country's economy in order to bring economic growth and prosperity to your populace. The actions of this company, in your country, is public relations nightmare for your government.



There have been over 1200 complaints to United States agencies.

I'm going to give the agencies the information I have acquired through reading the reports on ripoffreport.com and through my personal experience. Not that ripoffreport.com needs my help, but the (censored) business practices, of ALYON TECHNOLOGIES, has really struck a cord with me. I gave these agencies and individuals my information on Alyon Technologies. I also told them, "I know the country is having trouble finding Bin Ladin, Hussein, and The Weapons of Mass Destruction, but I'm telling you where to find Alyon Technologies--Go Get em'..."
