Amazon Amazon holding seller's fund for over 3 months without explanation Internet

Amazon taking advantage of holding seller's fund for over 3 months without explanation.  What if you ask them explanation?  They simply ignore you.  

They hold my fund of $10,000 for over 3 months even I received 1300 positive feedback and receiving 99% feedback rating from buyer within 6 months. 

This is the way they borrow money without paying any interest.  I wonder the government should have any regulation to stop Amazon holding fund from seller.
