Traffic Light Camera Scam

On May 3, 2017, I went to Hillsboro County Florida for about a week for a family bereivement.  About a month after I arrived back home in Kentucky, I found a letter from an outfit in Tempe Arizona claiming to be The Hillsborough County Board Of Commissioners in Florida claiming that a notice of violation issued and requesting that I pay $158.00 to Hillsboro County Board of Commissioners to a PO box in Cincinnatti Ohio.  I was tempted to throw the letter in the trash thinking it was just another scam, and forget about it.  How could Hillsbourough County Florida be in Tampe AV and Cincinnati.  I decided to try to contact the county board of commissioners to find out about this unsuccessfully.  I could not seem to find names and phone numbers of Florida county politicians on line.  After over a week of attempting to contact someone, I was informed that the outfit in Arizona was under contract to the county sheriff.  It is strange that a peace officer is giving his authority to an out of state outfit to issue citations and collect fines.  I tried to contact the sheriff un successfully.  It appears that the sheriff must be hiding under his desk along with most public officials there.  Eventually I reached someone in the traffic department who informed me that in the 3 light system, the yellow light is illuminated for 3.5 seconds before turning red and anyone crossing the stop bar will be sent a notice of violation.  I was directed to a site where I could see a video and a couple of low resolution still photos.  Looking at the video and pictures, it appears that I crossed the stop bar 0.7 seconds after the light turned red.  I research reaction times, de acceleration times and there was no way mathematically I could have stopped the vehicle before the stop bar.  I was trapped into a violation by an out of state company making money by fleecing drivers and sharing the proceeds with various county departments.  The smell of corruption rears its ugly head. From the time the light turned from green to yellow for 3.5 seconds, it would have taken a calculated time of 6.20625 seconds from 35 mph to come to a complete stop. It seems that the short yellow light time is a sinister way to steal money from residents and tourists alike and may explain why I have had so much trouble learning more about this scam.  The vehicle would have stopped in the intersection creating a traffic hazard.  Since I do not live in Florida to contest the notice of violation, They have me at an unfair advantage, and if i decide to challenge them they will penalize me with additional charges.
