AR Choice moving and storage aka AR moving and storage Con Artist, Thief. Scam Artist, Impersonator Corona California

On March 27, 2016 my furniture and 44 bins of personal and household goods, valued at approximately $20,000, were picked up by A R  Choice Moving and Storage represented by Greg Williams at my residence in Pasadena, California. My belongings were to be shipped to my home in Kailua Kona, Hawaii. I paid him in full the amount of $4300.00 by personal check. The goods were supposed to be deliverd by 5/30/2016. As of this date, 9/15/2016 my shipment has not arrived. 

For documentation I have the original estimate showing the pickup and delivery address, and the cancelled check. I did sign a shipping document with an itemized list of the goods. However, I strongly suspect that Mr. Williams took advantage of the situation and in all the commotion took my copy of the receipt. I was leaving early the next morning to return to Hawaii and didn't notice it was missing until I got home. 

I have been in contact with Mr. Williams by email and text. When questioned about my shipment he offers vague excuses using terms like "no access" "shipment diverted" "delivery attempt made" and so on. When asked for specific information such as where exactly is my shipment, I get no response. 

Unfortunately I did not investigate the legitimacy of AR Choice Moving before I agreed to use them. Since then I found out that he does have a Business License in the city of Corona, California, but is not registered or licensed by any state or federal agency to be a moving company.

I first contacted the Pasadena Police Department to report a theft of my belongings. A detective called Mr. Williams and spoke to him directly. Mr. Williams claimed that everything was safe in his warehouse and the problem was a "shipping delay." He also told the detective that everything would be shipped within two weeks and he would send me proof of shipping. Needless to say, I never received anything. On 9/14/2016 I sent him another email requesteing the exact location of my goods and when they would be shipped. I got no response. The Police Dept. told me that this is a civil matter and will not be able to assist me any further, even though I believe it to be a clear case of theft and fraud. And they are aware that Mr. Williams is working without the appropriate certifications and licenses.

I requsted help from the CPUC, but they consider it an interstate shipment, even though my goods never left the state of California, and refused to get involved. I have also filed a report with the FMCSA to see if they can do anything. I have contacted the California Dept. of Justice, the LA District Attorney and others to seek assistance, but none seem willing to help.

Please help me to retrieve my belongings (if possible) and put an end to Mr. Williams criminal activities.
