The  Arizona  MVD  constantly  tries  to  find  ways  how  to  increase  the  revenue:  Recently  they  started  to  refuse  to  transfer  a  title  (which  simply  shows  that  someone  owns  a  vehicle)  without  paying  for  a  registration.

I  have  several  collectors  vehicles  which  I  purchased  in  different  states.   These  vehicles  are  not  driven,  they  simply  stand  in  my  garage  and  I  bought  them  as  collectors  items,  not  for  the  purpose  of  using  them  on  public  streets,  roads  or  highways.

I  believe  that  I  have  a  constitutional  right  to  document  that  these  vehicles  belong  to  me,  but  ADOT /  MVD  would  not  transfer  the  titles  into  my  name  without  paying  for  a one  year   registration.   Obviously  they  feel  that  nobody  is  entitled  to  own  a  vehicle  kept  in  a  garage  without  registering  it  for  the  use  on  public  roads.   

 

ADOT   does  not  even  offer  to  deregister  a  vehicle.  The only  option is  to  submit  a  "sold notice",  certifying that  you  don't  own  the  vehicle  anymore.   This  is  total  nonsense  as  well  as  their  practice  to  change  the  "Date  of  First  Registration"   if  a vehicle  is  bought  in  another  state.   I  had  a  motorcycle  which  was  built  in  April 2004,  first  registered  in  New  York  in  December  2004.   After  transferring  the  title  into  my  name  I  saw  that  ADOT   changed  the  date  of  the  First  Registration  from  December 2004  to  December  2003.   I  told  them that  this  wasn't  correct  and  not  possible  since  the  bike  did  not  even  exist  in  December  2003.   

 

ADOT's    explanation:  "  This  is  how  we  do  it  in  Arizona".   I  believe  that  they  are  a  bunch  of  morons,  probably  they  would  also  change  the  date  of  birth  of  someone  moving  from  New  York  to  Arizona  when  they  issue  a  new  drivers  license.
