Asia Broadway III (DOB 5-18-72) entered into a contract for driveway repaving using a false MHIC number. Work was scheduled to begin in two weeks from 9-15-08. He was given a deposit of $1000, which was promptly cashed at a check-cashing service. He never returned to do the work despite repeated phone calls. He was sued in civil court on 3-18-09 and did not appear. A default judgment was awarded for the full amount. No collection has been possible and he has changed his address multiple times in the last 15 months. He has repeated this behavior pattern numerous times with other victims before, and since, this incident.

Mr. Broadway was successfully convicted in Montgomery County District Court on 1-4-10 and sentenced to 6 months jail time for the above offense. He has since been served in another unrelated case for the same offense. His criminal record can be viewed at the following link: http://casesearch.courts.state.md.us

Enter the name Asia Broadway and search.  Note that his father, Asia Broadway Jr., will also appear. I believe you will be amazed at what this person (as well as his father) has gotten away with over the years, and the extent of his fraudulent and criminal behavior. Spread the word to anyone you know that is considering paving work. There are many honest contractors with legitimate MHIC numbers. Their license status can be checked at the MHIC http://www.dllr.state.md.us

The personnel at MHIC are devoted and helpful. They were instrumental in filing the charges that put Mr. Broadway behind bars. Although a personal civil suit may seem appropriate in this type of case, payment is rarely collected from the perpetrator. The MHIC will request restitution as part of the criminal charges. This does not guarantee you will be able to collect, but at least you will see the perpetrator convicted and punished. A civil suit will only result in an award which will be ignored, as is the case with Mr. Broadway and the large number of civil cases that he has lost and refused to settle. Charges filed through the MHIC for unlicensed contractors are the only legal recourse that has any teeth. Civil suits are simply ignored by these repeat offenders.
