At The Right Time Hauling ATRT deceptive billing practices Garner North Carolina

My firm is a General contractor for the North Carolina Department of Transportation.  In April 2015 we hired At the Right Time Hauling to haul sweeping debris from the Raleigh Durham Freeway System to the local landfills. This company was scheduled to begin working every Sunday night through Thursday night at 9pm through 6 am. So this company would show up at our Durham office and go out with our crew to the freeway system with 25yard dump trucks sometimes one and sometimes two trucks. They would say they were full after 2 sweepers would dump into them. Now my sweepers hold 4.5 yards each. And there would be 2 sweepers on the freeways at night. So they were saying they were full after 9 yards were dumped into them and they would leave the site. This would be about 1 to 2 hours later after starting the project for the night. They were billing us 12 hours for being on the site. We had finally canceled services with this company ATRT Hauling. We asked them to correct there billing they never would. So since they were there 1 to 2 hours at night we paid them 3 hour minimums per truck per night. When they didn’t get their own way. The owner of At the right time hauling Evroy Brown went to the Civil rights department at the North Carolina Department of Transportation screaming racism. He is turning his deceptive billing practices, into a white and black thing. Instead of just correcting his billing he took this deceptive billing practices until another realm.
