Contacted AT&T regarding having the cellphones on my account unlock.  Was told no, u must  request  that online.  Problem is online takes up to a week to unlock n u need seperate applications for each phone on ur acct.  which mean I have to continue to keep their service until its completed and pay for their services as well.  This should b illegal.  If I don't owe any money and I have no contract I should b able to leave AT&T today without any problems.  Why is is I can get another phone and move my number to that phone today but because I don't want their Service anymore I have to wait???

No phone company will allow a phone unlock IF YOU ARE STILL UNDER CONTRACT. As the DMCA makes it illegal for anyone except for the carriers to unlock a phone, you will be stuck with that service until your contract expires. If you bail on your contract and keep the phones, you will end up in the carriers national database for "stolen" phones. Any company that attempts to unlock and apply your phones to their services will be fines a HEFTY sum of cash.

Plus there is still the fact that AT&T uses SIM cards and more then half of the available carriers DO NOT use sims. So if you do get it unlocked by someone other then a carrier you still have to contend with limited options on WHO can and will allow AT&T equiptment on their service.
