On our AT&T bill of Feb 17, 2009, I noted an unfamiliar charge: "ILD Teleservices, Inc." ("New services provided and billed"). Contacting AT&T customer services for an explanation, I was informed that AT&T is a "third party biller" for ILD - and that ILD's charges were listed on page 4 of our monthly statement. Three items were listed: 1) Billed on Behalf of US Credit Find, Inc. $9.99; 2) Billed on Behalf of My Billing Guys: $8.43; and 3) AL - State/Local Tax $1.11. Total ILD Teleservices, Inc.: $19.53.

I was then asked if I had requested any of these services. I had not nor was I familiar with ILD, US Credit Find, Inc. or My Billing Guys. "Okay, we will remove these charges from your bill. If you have further questions you can contact ILD (1 800 433 4518)." This I did.

The ILD representative informed me that ILD handled US Credit Find's customer service. He canceled that charge and gave me a confirmation number of the cancellation. I wanted to speak to someone at US Credit Find, Inc. However, he was unable to give me their address or telephone number. He, then, informed me that I would have to contact My Billing Guys to have their charges canceled. He gave me their customer service number (1 800 215 1961).

My Billing Guys customer service rep was quite insistent that I had ordered their services. When I responded that I had never heard of them before the AT&T bill and didn't know what services they provided, she informed me that I must have closed one of their pop-ups while online. "What?!?" "If you close our pop-up, you authorize us to charge you for our services." After listening to she rewording this explanation a couple of times, I told her that I had not requested their service and that I wanted the bill canceled. She agreed but "needed" additional information (address, etc.,) to complete the cancellation. I told her the information they had to bill me should be adequate for them to also cancel me.

Certainly, I am concerned about the practices of My Billing Guys, US Credit Find, Inc., and ILD. Certainly, I also wonder if such charges will appear again in a month or two on our AT&T statements. However, I'm even more concerned that AT&T is a "third party biller" for those with such practices. I think the whole thing is a pipoff.

Your beef is with ILD, not AT&T...

A couple of things you need to know about 3rd party carriers and their charges:

1. There is NO block or restriction that AT&T could have placed on your bill to 100% guarantee no 3rd party charges appear on your bill (though 3rd party blocks come darn close). Years ago, when consumers/businesses whined and complained that LEC providers like AT&T had too much of a stranglehold on the telecom industry, CLECs and 3rd party providers were given free reign to push their services on customers. Therefore, when a 3rd party provider notifies a LEC of the authorization of new services/charges, the LEC has no choice but to comply.

2. AT&T has not 'removed' the charges. They have RECOURSED them to the original carrier i.e. ILD Teleservices. This means those charges have not been credited, but rather returned to the original billing initiator. If you do not dispute the charges with ILD properly, not only will similar charges likely return in subsequent AT&T billing statements, but ILD will start billing you directly for the recoursed charges from previous billing statements. You can tell them the charges are bogus until you're blue in the face. If you do not get them wiped away altogether, those charges will find their way to your credit report. Either way, it would serve you well to demand verification from ILD teleservices of your consent to the billing. AT&T can provide you with tariff information as to the correct way to launch this dispute.

As an employee of a major telecom (not AT&T, but just as large), I can tell you with certainty that LEC employees share your disdain of 3rd party providers. I have seen businesses PIC'd to alternate local toll/long distance carriers because they called the business, asked if they had reached xxxxxx (business name here), taped the 'yes', then used that 'yes' to switch long distance carriers from the customer's present carrier to that carrier. The slimy 3rd party would then proceed to bill the customer at 15-30 cents per minute - after which we would get angry calls from such businesses. But rest assured, your LEC, AT&T, DOES have remedies for this sort of nonsense. You would be wise to work with AT&T to resolve the matter instead of trashing them for something they had nothing to do with.
