To whom it may concern,
Around December 15, 2005 I purchased a 1993 Jeep Grand Cherokee 1J4GZ58S9PC530543 at Oasis Motors/ Auto El Mundo 1232 Alpharetta St. Roswell, GA 30075. It has been eight months and the dealership has not sent me any title and proper registration papers. Every time I would asked about the status of my title/registration the owner, John Wayne tells me he sent it to the DMV. Since John Wayne was having so much trouble about locating the information I asked him for a refund. John Wayne than tells me the car belongs to his brother or make up excuses why I can't have a refund.

One day I was inspecting the car I noticed that the VIN on the dashboard had been cut out and another VIN had been reattach. Now according to Georgia law it's against the law to sale a vehicle a with an altered VIN number. So I brought this to John Wayne's attention. John says there is nothing wrong with the vehicle but agreed to exchange to the vehicle. But when I wrote up a document stating what we agreed on, his cooperation change. Once again John Wayne says that was his brother's car. So I showed him the AD for the vehicle (Autotrader.com)

Me: John this ad clearly advertises your business
John: That's just a typo
Me: I bought that vehicle on this lot
John: That doesn't mean anything
Me: Listen John this is a bill of sale showing the Samir Hazza* is a salesman of your business. I will ask you one more time to sign this agreement.

*Samir Hazza being a salesman of the company means I can't take him to court, only the owner or agent of the business.

John: You don't understand I was going to get you the title and you sign it than I will let you trade it in for another vehicle

By this transaction two laws or being broke.
1.One laundering of fraudulent goods (producing paperwork on the altered VIN )

2.18 USCS 2321 (2003)
2321. Trafficking in certain motor vehicles or motor vehicle parts

(a)Whoever buys, receives, possesses, or obtains control of, with intent to sell or otherwise dispose of, a motor vehicle or motor vehicle part, knowing that an identification number for such motor vehicle or part has been removed, obliterated, tampered with, or altered, shall be fined under this title or imprisoned not more than ten years, or both.

In other words John can say I knowingly sold him an illegal vehicle. I left the dealership and went home to write on official demand letter explaining the law on altered vehicles. I sent the letter (certified) and got back a receipt. The name of the receiver was Bob Smith (another dummy name). So Tuesday I went to the lot to talk to John Wayne.

Me: John, we need to talk about my refund, this car has an alter VIN number, according to the law you can't sale this vehicle

John: What are you talking about altered, show me?

I show John Wayne where the VIN number in the dashboard had been cut out and glued back in.

Me: According to Georgia law you can't sale a vehicle with an altered VIN

John: Look Haji my brother (Samir Hazza) sold you that car

Me: John this vehicle was advertised at this lot, the bill of sale is to this business. Your brother signed the bill of sale as a salesman of your company

John: Listen Haji I have a title for that vehicle here, let me get it

John produces some documents for a 1993 Jeep Grand Cherokee.

John: My brother bought that car at an auction

Me: How am I supposed to believe those are real documents on that vehicle, you won't even put them in my hand, I can't accept this vehicle. By you telling me you your brother sold a fraudulent car off this is against the law. Then for you to produce paperwork for a fraudulent car is a crime

That's when I showed him the paper I had on Georgia Law concerning the selling of altered vehicle.

John: Look Haji I can understand if this was a Lamborghini or something it's no use getting the law involve

Me: I not going back and forth with you about this vehicle, I say we get an officer to do a VIN number location check on this and you explain to him why this vehicle is like this

John: You will have a check it across the street

Me: Either you call the police or I will

John calls the police and tells that I'm accusing him of selling stolen property and I want him to leave my property but he won't. Ten minutes later two police officers appear the first one was Master Chief T.L Holmes and the other a younger officer.

T.L. Holmes: What wrong
John Wayne: This guy is accusing me of selling him this car and he won't leave. I don't know who sold him this car. It was probably someone who had the lot before I bought it.*

*) John Wayne (referred to by his Islamic name) was clearly identified as the owner of the lot the day after I bought the vehicle. Not only did Samir Hazza say he was selling the car for John Wayne, but he gave me John's business card with Samir's name number written on it saying if have any problems contact him or his brother John.

T.L. Holmes: Then I can't press charges you need to leave

Me: Sir, I bought this car on this lot from his brother who said he was selling the car for him

T.L. Holmes: You can't prove that this guy knows about that car

Me: Sir, I have been complaining to this guy since the day after I brought this car December 15th of last year. He knows the guy the, he refers to him as his brother.

John Wayne: I call everyone brother

T.L. Holmes: You heard him you have to leave I'm not pressing charges for a car he didn't sale you. If you feel this guy sold this car you have to settle it in Magistrate Court, that's a civil matter

Me: Sir, I just need a report because this car has an alter VIN number and it's improperly registered. I need a police report with this guy real name because I believe he is operating this business under a false name.

T.L. Holmes: (looking at John) Do you what to show your ID?

John Wayne: No I want show him my ID

T.L. Holmes: He doesn't have any ID, how do you know this is altered?

I saw T.L. Holmes the dashboard, than I saw him where the original VIN number was cut out and the altered VIN was glued in.

T.L. Holmes: This don't prove nothing

Me: Sir, this is the only VIN on the car,

I than open the car and showed where the other VIN plates and stickers were removed

T.L. Holmes: If you what to get technical I can arrest you for receiving stolen goods

Me: Why would I knowingly buy a stolen something and bring it back it back and argue with John because he is trying to give me a title for this car. He can't sale me this car

T.L. Holmes than takes some paper from my hand. It's the document stating Georgia Law against selling altered vehicles. That's when the other officer got out of his car and questioned me about the situation. I show him the ad and the bill of sales, tickets, and even where tried to take John to court. The young officer inspects the vehicle,

Young officer: You need to talk to Detective Reeves at the station

Me: Do you have a number

Young officer: No I don't have it

T.L. Holmes gives me the number. That's when John says I just bought this business. That's when the young officer tells me to go to City Hall to find out who owns this business. I when I asked the two officers to speak with them in private. I explain to them that John Wayne might be operating this business under a dummy name that's why I'm asking for a police report. The young says writing a report is no problem but Holmes gives him a look so he change it. If John says he doesn't know who said me the car than why does he have the paperwork in his car. The officers never questioned John nor asked for his permit to show the date of when he opened this business.

T.L. Holmes: Let's just assume this is a project car

Me: He still can't sale it until he gets the proper registration

Young officer: Well we don't know much about cars so you have to see Reeves. But right now John wants you to leave so you have to go

I left but I'm afraid to return because of the favoritism between the dealership and the police. I don't understand if two people are arguing over a car with an altered VIN number why the officer would not make a police report. Also if I just show what the law says about altered VIN number and tell me I don't have proof. Please help me

Whom this may concern,
On December the 15th I answer an ad on the internet about a 1993 Jeep Grand Cherokee. I met up with a salesperson by the name of Samir Hezza. We inspected the vehicle (the only that had to replaced was the left driver's door, right rear view mirror, and interior needed to be cleaned) and made a deal. The vehicle was to be picked up the following day.

Upon driving I noticed a weird noise/ pulling of the front driver wheel. I took the vehicle back to get a refund assuming went wrong with engine. There were three guys on the lot, they explained to they worked there. I explain to them my situation and they asked these following questions:

1.When did you the buy the car?
2.Who sold you the car?
3.Describe this Samir guy?
4.Where did he sale you the car?
5.How did he get in the office?

After hurdling in the office one of the three guys come to me and said that Samir Hezza was not suppose to on the lot selling cars. They were trying to call Samir but he wouldn't answer the phone. They had me call him but my reception was bad. That's when John Wayne (Samir's brother) appeared.

The three men approached John with the bill of sales question him about why his brother was on the lot selling cars. John tells me that he and his brother own the lot and they were working a deal with them (the three men). John tells me to hold tight while he talked to his brother. After talking to his brother says that we would have to work something out about the car because he could not give me refund. They give me the following reasons:

1.The vehicle belong to my brother (but the ad and number clearly said Oasis Motors)
2.I know you want a refund but you can't have what you want.
3.If you seek legal action there's nobody can make us give you a refund.
4.The bill of sales has another company's name on it.
5.He had just put the paperwork in to DMV to put the car in my name.

So after about an hour worth of arguing John decides to drive the car (John argument was the car worked fine). I had John drive the car and when the whopping noise started John tried to ignore it. John was still trying to tell me that he could not give me my money back so I got the police involve.

The officer states there nothing he can do about it and that we would have to work it out. I asked the officer what court handles this distinct but the officer said he doesn't know, he thinks Fulton County. So John and I rode back to the lot and there the police had to called again (I refuse to let John leave the lot).

When the police arrived (the same officer from earlier with another officer), they decided to investigate the vehicle. They asked if the vehicle had an as is sticker on it (which it didn't). John then tried to say the vehicle was as is and a fixer upper.

I show them the ad which said nothing about it and the bill of sales that said we had 72 hours before I took full responsibility for vehicle. That's when John wanted me to let his mechanic inspect the car. If the repairs go over a thousand bucks he would refund the money.

Accepted his offer and called him back in two days. He tells me according to the mechanic the whopping noise came from the car needing an alignment. He then tells me the tires were going bad so he rotated them which would help until I got another set of tires.

When I got the vehicle I notice there was nothing wrong with tires (I did the penny test) but I notice that front tire was leaning in. So I took the vehicle to my mechanic where he tells me that the rod, swindle arm and track arm were damage. I questioned John about what he told me, so we agreed to alleviate the lien on the vehicle. John than tells me he would send me the title.

On the 27th of January (42 days bill of sales) I questioned John about the title, he tells me he needs to talk to Samir and he would be sending it soon. I call John back on the 4th of February asking about the title but John says he's waiting on his brother to return from Florida.

I then called him the following week and he tells me that he is trying to locate the title (which is different from what I was told by both John and Samir). John tells me the title is in South Carolina and it's taking him a minute to locate it.

On March 10th I was pulled over by Cobb County police, since I had no tag they had to run my vin number. The officer notices that the vin doesn't report as stolen but it looks as though it was altered. He then checks for second vin number (which is in the engine) but it has been removed. I need to know what to with a car where the dealership is switching owner, the title information is questionable, and the vin number is questionable as well?

I am asking John Wayne for $4,305 .00 ($2210 refund of the vehicle and $2095 for repairs). Your help in this matter would but greatly appreciated because I have ran out of options and Mr. Wayne continues to create excuses.

I won my case against John Wayne and Samir Hazza in court so they changed the name of their Car business to Efficiency Motors
