  They keep sending me a noification to pay $12.00 to win 2,000,000.00 wich I payed 3 time already.  I'm thinking that I have to pay $2,000,000.00 to win the $2,000,000.00  It'a a scam to me and I was the sucker.

YES - it IS a very common scam. NEVER send money when you receive an email or letter claiming you have won money, but must send in any money. You are only out 36 bucks, which is nothing compared to the thousands some people have been taken for (search this site for examples). So don't feel bad about it; that's just a night out of heavy drinking :)
