Bank of America Asked me to apply twice for mortgage assistance knowing beforehand that I would not qualify because I was unemployed tryuhs, Florida

Bank of America denied refinancing my mortgage twice knowing beforehand that if I was unemployed I would not qualify.  They informed me that they would make money from the insurance and the resale if I foreclosed on my home.  They are using federal funding and bailout money to rip-off home owners and take advantage of the unemployed for financial greed.
 
Is there no agency to stop this practice or are we just supposed to allow them to take advantage of people who are hurting after we bailed banks and mortgage institutions.
