I bought some books from website www.packtpub.com. I used paypal to paid 65US$. Paypal billed that tranaction to my BankAmericard cash Rewards card ( end with 5716), but that credit card charged me 1.95$ for foreign transaction fee. It is so strange because paypal is local company and paypal only billed US dollar. There is no currency convert. But the credit card still charge me foreign transaction fee. I complained to the customer service, the customer service said it is because the website is from United Kingdom. I don't think that make any sense. For example I bought a can of fruit from Walmart, which is made in Unite Kingdom, should I pay forein transaction fee? I feel I am ripped off.

If you think the ripoff is  just meaning of fraud, I think you are right.  I just want to complained about  the service they offer. I didn't said they are fraund. I still think they over charge me by the hiden fees.  I still think the hiden fee fool customers. Custoemr should be very careful.

Were any of the purchases where the fee was not charged from a company based outside the US??? Probably not. Just saying you made other purchases without being charged the fee doesn't mean anything. It has to be purchases from outside US without fee being charged. If you feel that certain cards you use don't access you the fee, then use taht card for purchases. But being accessed the fee is not a rip off. It's part of the cost of doing business outside the US.

I bough books from website for a few times. I used the differenct credit card sometimes is chase, sometimes is PNC. They didn't charge foreign transaction fee. I even didn't realized the website is from out of US. it is .com. I just bought pdf format book. It is impossible to know if it is outside of US.

First off, not ny company. Don't work for any of the companies you mentioned.

Second, doesn't matter what website you go through, if the biller sends the payment request from outside the US there's an international fee involved. If you find that you have a card that allows you to make purchases from overseas with no fee then use that for all international transactions, but I doubt you will.

Amazon has some sellers that advertise on their website. If you buy from a seller that is based outside US you will get a fee. Paypal is not accepting any risk or paying any international fee. They allow anyone to advertise their goods for sale and act as middleman (store) for transaction. 

Bottom line is if you purchase from outside the US you pay the international fee. Not a rip off, just the cost of buying from outside US.

I don't think  it is apple to orange. Why we need paypal? Paypal already deal with all foreign transaction riks such as international fraud, and Paypal bill to US$, there is no foreign transaction fee. I often buy books from that website with different credit card, the credit card didn't charge foreign transaction fee. But If I use that credit card outside united state,it will charge me foreign transaction fee.  Could you explain the reason for foreign transaction fee? The transaction happen in United states, paypal take over the internation transaction risk, there is no currency exhange.  Why your company charge me foreign transaction fee? I think I have enough reasons to said it is ripped off. And I want to warn all customers , be careful, your company credit card is very different, particulary with online transaction.

The purchase from Paypal was processed by a website outside the US, this causes the international fee. Your example of buyinh fruit from Walmart would be an inside the US purchase so ne fee (Walmart paid the fee when they purchased from the UK and the fee is included in the price but not as a separate line.) This international fee will be accessed anytime the person/entity you're paying is listed as outside the US and every bank/card that I know of charges it. Not a rip off, just the cost of doing business outside the US
