One month after a low interest balance transfer, this company claimed not to get a payment that was early and over the minimum amount.  We have confirmation from Bill pay it went out.  They raised the interest rate and refuse to accept responsibility. "If it was our fault we would reverse the charge"

How do we know it is not their fault?

"Because the payment would have been processed."

Do not fall for their interest rates.  They take your balance transfer and then "lose" your payment.  Think about it, how can you prove you mailed the payment?  You can't, unless you sent it certified.  I have a confirmation from a Billpay service, yet they did not even flinch. I have perfect payment history, yet they would not even put me through to a supervisor. It is a SCAM.

How did your BillPay Service send the payment?

Depending on the company they may send some by regular mail.  This can add 5-7 days for the payment to get processed.  Some of these BillPay companies are good and will tell you how the payment will be sent so you can send it out when needed, others will tell you just that they "may" send it that way.  It could take 1-2 payments for you to then figure out how they are sending them.

For example if your bill was due on the 20th, if it was sent by an electronic payment you could "send" it on the 18th and it should get there in time.   However, if it goes by mail it may not be received until the 25th-26th, and you would be late.  It is not the credit card companies fault because they did not get the payment until you were late.

Now, if you have proof that the BillPay sent an ACH transaction and it was received before the due date then yes you have a valid argument.  But if it shows they did not receive it until after the due date, your issue is with the BillPay service and not the credit card company.
