Battle Flashlight Pedro, agent #114 Jerra, agent #064 Refused to give credit on a returned item. San Diego California

I ordered two (2) items online and was dissatisified with both of them.  I was going to return just one (1) item until Pedro tried to talk me into keeping it at a discounted price, then I decided to return both the Sound Siren and the Battle Flashlight.  I mailed the certified package to them from a post office in Memphis, TN on November 20, 2017.  The article # is 7017 2400 0000 5299 2352.

I received credit for one (1) item immediately and was told to return the second item for credit upon receipt, and to allow 5 - 10 days for the credit to appear on my bank statement.  After waiting seven (7) days, and not receiving a $43.50 credit, I called again and talked with Jerra, agent #064.  She informed me that I could not receive a refund because the account was "frozen," but she could not tell me what that meant.  She also said "I should have asked for the shipping department for instructions on how to return the item for a refund".  I explained to her that I did not know the procedures for her company, and that Pedro should have explained that to me when I talked with him originally. Jerra (not sure of the spelling of her name) told me that everything was explained on their website, however, there was no website, and no instructions, rules or regulations to view.

She continued to tell me I would not get a refund on the item I returned to them, and that she would ship the item back to me.  She confirmed my address and said I could expect to receive the package within 5 - 10 business days.

Pedro gave 7875 Highland Village Pl. San Diego, Ca. 92129, for the address where I should return the item.  and Battle Flashlight as the "company name," however this is a UPS store address.
