I received an E-mail from PayPal that says:
Dear PayPal Member,
This E-mail confirms that you have paid LWP ELECTRONICS
(sales@lwpelectronics.com) $374.99 USD using PayPal.
The credit card transaction will appear on your bill as "PAYPAL LWPELECTRONICS"

The author's report should not have been categorized under Attorney Generals as it appears the author may have been the victim of phishing. I think the author received a bogus email which looked like it was from PayPal asking him to confirm his PayPal email address and password. He may have entered his email address and password into the fake PayPal website and thus the crooks were able to make purchases using his PayPal account. Bill Chang or someone using the name Bill Chang stole Deek's PayPal accoount.
Contact PayPal immediately to dispute the charge and change your PayPal email address and password.

This looks to me like a Phishing email. I get them all of the time.PAYPAL always says that they will not address an email to you as "Paypal Member". They will use the name registered on the account.
This email was just an attempt to get you to click on the link and give them your Paypal User ID and password.
Then, they can use it to get into your account.
Just delete the email.When I get these, I open a new internet window, go to www.paypal.com and log in to look at my account.This is the safest way to handle it.
