Bill Waggoner helped me turn my company from a small company to a mutli million dollar corporation.

I want to thank Bill Waggoner for helping us at the CAN SPAM ACT hearings in 2003, Bill was by my side in Washington D.C. I cannot thank him enough, people fail to realize how many risks he took for this business.

Bill always has went out of his way to help our clients and consult them with anything they need regardless of the time of day.

Bill, you stole $2500 from us last month, July 2013, so you are still doing it to people/businesses.  You just need to quit.  Go get a real job, and quit scamming people.  Please!!!!

I find it very interesting that Bill Waggoner is keeping this issue alive a year after I filed the Ripoff Report and over two years since we did business together. This indicates to me that he is grasping at straws; possibly trying to do business with someone else who might have read this report.

And yet he continues to weave stories of deceit and falsehoods...

Yes, I had IPs with "a lover" in the United States that got blacklisted. That was entirely separate company that Waggoner was never involved with and existed before I even met him. My then-boyfriend and I had an American-based business with ICANN IPs and the subsequent blacklisting of those IPs resulted in the ending of that relationship.

Having learned the black hat side of the business with the ExBF, I went 100% completely legit in opening a London-based business and applied for RIPE IPs that were brand new, clean and entirely un-used. It was THOSE IPs that were brokered to Waggoner and were subsequently blacklisted because of his abuse of them. As Waggoner was my first customer with the RIPE IPs, there was no way they could have been blacklisted. That I didn't have my own passwords is explained by the fact that I had technicians in Europe working the back-end for me.

As for demanding more and more money - all I demanded was the original $20k that Waggoner signed a contract for.

My attempt at a London-based business was completely ruined by Waggoner and I have long since left the industry. That he is still here trying to refute what happened should indicate that he is still in the industry and still trying to cheat other legitimate and honest people.

All of this was well-documented by RIPE and is not refuted by them as they have the history of Waggoner's use and abuse. I authorized RIPE to shut my company down as there was little I could do to fix the problem because Waggoner devastated all my resources.

He needs to let it go - it is a done deal and I can't figure out why he keeps coming back to this....

This woman came to me and some associates wanted to rent her ips to us for the purpose of email marketing. I am a email marketer, webhosting company owner proud father and owner of various companies and am not by any means a spammer, by the defination of US Law I have never broken any laws. This woman gave my associates and myself for $2000 the use of these ips. The problem was the ips were already blacklisted by scamming companies like spamhaus.org, let me REPEAT THESE IPS WERE ALREADY BLACKLISTED. I am not sure if this woman even owned these ips, the reason? She did not know the passwords to use these ips to change how they were being used. She willingly gave us a Letter of Authorization to use the ips. After routed the ips we found the ips were completly blacklisted. It's the other way around, this woman scammed us out of $2000 dollars plus lots of other damages. Everyone that involved except her of course were completley OUTRAGED. This woman kept demanding and demanding that we paid her more money for these ips. We did want these ips anymore and asked for a refund of course no refund was given to us. This woman did tell us at a later date these were her former "Lover's" ip adresss and not hers she just knew his password. There were over sea's ip adresses as well. A company called RIPE from Europe. Shame on this woman for trying to pull a scam on honest hard working people.
