Peirre Blackwell with Blackwell Construction hired Turnbull's Tree Service to clear trees along I-80 in Des Moines Iowa. They were awarded the job by the Iowa Department of Transportation due to them being a minority and quailifying for a bond waiver with the Targeted Small Business. This bond waiver allowed them to not have to have a bond to do a government or State job. In turn, Pierre Blackwell and David Jackson got paid on 75% of the job from the IDOT and did nothing. They stiffed their subcontractor and only paid them $5000 of the $32,000 contract. Turnbull's is now in legal persuit to get the remaining money from the IDOT and from Blackwell Construction. Do not do business with these people. They have no equipment or skills but will make you believe that he does.
