Bobby Louis Bobby Lewis Shame on this guy for scamming an elderly customer! Houston Texas

Bobby Louis (Lewis?) at ***-***-**** was hired to perform an emergency gas leak repair for a senior citizen customer living on a fixed income. He was chosen because he claimed to work with a master plumber who could pull the permit necessary to complete the job. He claimed to be both a journeyman plumber and electrician. His diagnosis of the issue matched the previous assessment conducted by the tradesman plumber before him who was unable to pull the permit. 

He asked for $108 right away to pull the permit, which seemed reasonable, as that is what they cost.  However, the next day, he (unbeknownst to either of us at the time), asked each of us (me and my customer) separately for $50 more to "expedite" the permit.

When he returned, the next morning, we both assumed the permit had been pulled. He went and "performed the job", calling me later to say it was done, the gas company could be called to turn the meter back on, and the customer was happy. I took him at face value and called the gas compansy, to find out nothing had been pulled  

He purchased almost $300 worth of materials for the job at Home Depot through a phone sale on my credit card-- but when I went to inspect the job (after he said again there was an "issue with the permit" and then became hard to reach), it had become apparent that all he did was shove some empty hoses in the wall, cut a couple unnecessary holes, AND remove all the copper lines! 

This guy is a brilliant con artist who preyed on frantic people in a vulnerable situation and scammed us out of around $700 altogether.
