I have called them numerous times about towing mysterious cars in my gated apartment complex and cars parked for hours in our fire lanes, and they did not tow them; the people on the phone was half-out-of-it and sounded like they were on drugs. However, when I parked a rental car in my covered space while my car is at the auto body shop, they towed that one! They didn't tell me for sure if it was in the pound, so for all I know my rental car was stolen. Then they told me they are only open from 1-2 PM to check if my rental car is indeed there. Now, because it is technically Enterprise rent-a-car's car, they probably won't let me take it out of the pound and thus force me to pay even more.

You do not have the authority to request vehicles to be towed...

unless you're a representative of the apartment complex management company.  There are all kinds of liability issues for the towing company if they tow a vehicle only on your say-so.  Now, as for your rental car being towed, did you notify the apartment complex office that it would be parked in your space?  I'm guessing no.  Do you have some sort of sticker or sign that shows that your car is authorized to park on complex property?  If there is, then the complex office could have set you up with a temporary one.  I'm guessing that someone from the office saw a strange car parked in your space and wrongly assumed it wasn't yours.  Should they have checked with you prior to having it towed, of course they should have.  If you had notified them of the rental car, the problem may have been avoided.  You might want to check your apartment lease agreement about rental cars.  If the apartment complex didn't follow their rules, you might be able to get them to reimburse you for the towing charges.
