Caesar Oskan eBay item 250258316278 paid for thru PayPal and not received , eBay advised calling cops , but I live in YEMEN !! Internet

I won item 250258316278 on eBay ( NEW Magnavox 20" Flat-Panel LCD HDTV Monitor TV/DVD Co ), immediately paid $ 374 thru PayPal on June 15, and since I live in YEMEN, and items sometimes reach me from the States, in about 6-8 weeks , I waited about 5 weeks and then started contacting the seller thru the eBay platform, and he asked me to give him more time. Ultimately I never received the item, and was surprised to find, by then, that he is no longer registered with eBay, athough I never received any ALERT from eBay, as I used to in the past about other sellers to whom I might have even just bid and not won an item.

I filed a refund claim with PayPal , but it was dropped because "claims should be filed within 45 days of payment " !!

I tried eBay, but to no avail, even using the ONLINE HELP . In fact, I was advised by the clerk, to contact the police to arrest the person , and that they will help me with other incriminating evidence with them !!!

This person has an online shop at CALMARTS.COM, and no one can do anything to him !!!

The last email I received from him on Friday, August 22
says :-
"Hi I am out of town Please don't wory you will get your money I am so sorry for all this I don't know where the tv is I am waiting to hear from the usps I filed a lost report with them. You will get the payment back I am not going to refuse the paypal claim
Please understand that this was out of my control and I will resolve it. "

But since then he is not responding to my emails anymore .

I have all the online copies of documents from eBay , and PayPal .
