California DMV Liars and Thieves Accountable to No One California

I paid the California DMV to change my motorcycle from street use to dirt and to add my wife to the title and filled out the paperwork and surrendered the original title. They sent me the title back with a notice to fill out the mileage and of course additional fees so I put down the mileage and enclosed a check for the fees.  I was given a green sticker that was good for two years. Months went by and I never heard back from them.

Back in May I went in to renew and the previous sticker was never inputted so if I would have been checked by LE I would have been charged with fraud for applying a bogus sticker.  I had to go down a 2 hour round trip and they said they never received the title which was a lie because they cashed the check that was enclosed when I sent it back to them.  The title had the sign off from the lienholder on it so now they want proof that the lien has been paid but the only proof I have was the title I surrendered to them that they lost.

 Now they want a notarized copy from the loan company which went out of business 9 years ago so now I have no title, no registration and I can't ride it, sell it or even junk it because you guessed it I have to have a title to get a junk receipt. I went down again in August, filled out more forms, paid more fees and got another green sticker. Well this one is also bogus since it was never inputted into the system and I got another letter again asking for proof of the release of the lien from a company that no longer exists and of course they need another 52 dollars.

All they have done is steal my money and basically my property since the only thing I can do now is dig a hole and bury this bike.  They took my only proof that I own this bike and lost it, have lied, passed the buck while I spend hours waiting at the DMV only to get a run around, more papers and more fees.  There is no way to resolve this since they are accountable to no one.  I am not sending them another 52 dollars, I have already given them hundreds and now I have no title, no registration and all they are going to do is steal another 52 bucks from me and send me nothing but another bill.

 Of course to sue them would cost more than the bike is worth so they have robbed me of my money and property and I have zero recourse.
