Capitol One is issuing its "predatory" loans/cards out of South Dakota nowadays, so the Virginia information may not be applicable.
Also, attorneys general are there to protect the interests of the people of their state at large. They usually do not act in the name of individuals. While it is a good idea to file a complaint with an AG if you feel you've been done wrong, don't expect any attorney general to act as your private attorney (although, in some states, AG offices do have programs aimed at resolving individual consumer issues).
The commission is merely the licesing authority. They can shut Capitol One down and issue sanctions, but they cannot enforce the rights of an individual.
This complaint still comes down to whether the reporter is being targeted by Capitol One directly, or by a collection agency. The proper method of dealing with the situation depends heavily on this distinction. But we still don't have that information.

Lois, so that we may attempt to give you the proper advice, we need to know a couple of things. First, was the letter from Capitol One or was it from a collection agency? Second, what steps have you taken thus far to correct this situation?
If you could answer these questions, there are several knowledgeable people here who would be more than happy to offer you some advice.
Best regards!
